DISCUSSION:

The Coronavirus Emergency Supplemental Funding (CESF) Program, this is a federal pass-through grant administered by the Board of State and Community Corrections on behalf of the Bureau of Justice Assistance of the Office of Justice Programs. This program provides funding to eligible entities to prevent, prepare for, and respond to the coronavirus pandemic. The federal solicitation was authorized by Division B of H.R. 748, Pub. L. No. 116-136 Emergency Appropriations for Coronavirus Health Response and Agency Operations); 28 U.S.C. 530C.

 

The Humboldt County Sheriff's Office (HCSO) was awarded $146,831.00 for this program as the Lead Public Agency. In alignment with the goals of this grant, a request was made to fund the purchase of mobile data terminals, a durable form of laptop, for deputies. Additional laptops and accessories required for remote work will also be purchased for other department staff. The Coronavirus pandemic has placed a necessary focus on limiting physical proximity to others. This includes coworkers as well as the public the department serves. Desktop computers in a confined office space are no longer safe to be utilized for long durations near others or shared between dozens of deputies. By purchasing laptops and other remote work supplies, staff will be able to perform essential functions from a safe distance.

 

Another portion of this funding will be allocated to a non-governmental agency to help with their Coronavirus response needs.

 

FINANCIAL IMPACT:

The grant is for $146,831, with $117,464 allocated to Humboldt County. The selected non-governmental agency will receive a sub award of $29,367 towards their efforts.  These grant funds are provided for specified activities directly related to coronavirus prevention, preparedness, and response. Any unused funds will be retained by the state government at the end of the term. Acceptance of this agreement will have no impact on the county's General Fund.

This action supports your Board’s Strategic Framework by enforcing laws and regulations to protect residents, creating opportunities for improved safety and health, and seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the authorization to accept the Coronavirus Emergency Supplemental Funding grant, however this is not recommended as the funds help purchase needed supplies for improved safety of deputies.
