RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the agreement with Chabot-Las Positas Community College District for the provision of training, education and other resources to child welfare providers and other eligible populations to benefit Title IV-E eligible children effective July 1, 2022 through June 30, 2025 with the option to extend this agreement upon the same terms and conditions via amendment for two, 1-year terms; and

2.                     Approve, and authorize the Director of the Department of Health and Human Services, or a designee thereof, to exercise the first and second options to extend the agreement via amendment for additional 1-year terms from July 1, 2025 through June 30, 2026 and July 1, 2026 through June 30, 2027; and

3.                     Authorize the DHHS - CWS Director to amend program elements of the agreement as necessary after review and approval by County Counsel, Risk Management and the County Administrative Office upon execution and through June 30, 2025; and

4.                     Direct the Clerk of the Board to route the fully executed agreement to the DHHS - Contracts Unit for further processing.

DISCUSSION:

Chabot-Las Positas Community College District, in collaboration with DHHS, agrees to provide training, education and other resources to child welfare providers and other eligible populations, to benefit Title IV-E eligible children in foster and adoptive care in Humboldt County. Chabot-Las Positas Community College District will offer trainings that fulfill the requirements for Title IV-E federally funded training programs. These trainings shall be aimed at increasing the ability of agency and county staff, parents and other care providers to provide support and assistance to foster and adoptive children or be those that are mandated by legal or association requirements. These Title IV-E qualifying trainings shall provide new information and refresher courses directly related to working with court dependents and their families, and maintain the exemplary skill level required by child welfare workers, families, healthcare providers, and others who work with foster and adoptive care children.

 

This agreement has a retroactive start date of July 1, 2022 due to delayed contracting processes and unintended impacts around reduced staffing levels.

 

Therefore, DHHS recommends that the Board approve and authorize the Chair of the Board to execute this agreement for the period upon execution through June 30, 2025.

 

FINANCIAL IMPACT:

The total maximum for the agreement is $15 million for the term and potential extension.  The annual amount of the agreement shall not exceed $3 million. The cost of the agreement was included in the proposed fiscal year (FY) 2022-23 county budget in Fund 1160, Budget Unit 508 Child Welfare Services. The future costs of the agreement will be included in budget proposals for FY 2023-24 and respectfully FY 2025-26 and FY 2026-27.

 

The provisions of the agreement allow DHHS to include the contractors administrative cost as match to the Title IV-E funds. The ability to include these match funds ensure a higher federal reimbursement for the trainings. Expenses related to this agreement will be claimed and reimbursed through Title IV-E Federal funds. There will be no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose to not approve the agreement for Chabot-Las Positas Community College District in collaboration with DHHS-CWS to provide training, education and other resources to child welfare providers and other eligible populations, to benefit Title IV-E eligible children in foster and adoptive care in Humboldt County. This alternative is not recommended, as without the collaboration with Chabot-Las Positas Community College District, DHHS-CWS will be unable to provide Title IV-E qualifying trainings, education and other resources to welfare providers and other eligible populations, to benefit Title IV-E eligible children in foster and adoptive care in Humboldt County.
