RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached master subscription and services agreement with Binti, Inc. regarding the provision of data management services related to the Resource Family Approval and Foster Placement processes for the period of June 19, 2022 through June 30, 2025;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached master subscription and services agreement with Binti, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached master subscription and services agreement with Binti, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Continuum of Care Reform, as mandated by the California Department of Social Services, requires counties to implement dramatic changes to the foster home approval and licensing processes.  Many of the required changes mandated by the State of California were implemented as of January 1, 2017.

 

The Resource Family Approval processes now include, without limitation, case management, home study completion and tracking of processes that were previously completed by the California Community Care Licensing Division.  These processes include intensive tracking of all trainings and steps completed by applicants and current approved homes while ensuring that placement homes are readily available for children and youth served by the Humboldt County Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”). 

 

Binti, Inc. provides a software product that allows staff to efficiently identify and manage tasks that are essential to their workload and approval of placement homes in Humboldt County.  This product offers a database that provides the capabilities needed for State reporting requirements as well as identifying available placement homes when an urgent need arises.  In addition, a public facing website hosted by Binti, Inc. provides the ability for potential care providers to apply and complete steps to initiate approval online.  Binti, Inc’s product provides the capability to record all approvals DHHS - Child Welfare Services has issued, as well as assist in placement matching for foster children.  This capability will be invaluable to the immediate and long-term success of Continuum of Care Reform, while providing enhanced customer service to the families and individuals served by DHHS - Child Welfare Services.

 

Currently, the database utilized by DHHS - Child Welfare Services staff, known as Child Welfare Services Client Management System, does not have the functionality to allow for the robust Resource Family Approval tracking as required by State directives.  Binti Inc. has been utilized by DHHS - Child Welfare Services for Resource Family Approval tracking services since 2017, and the County of Humboldt increased the contract capabilities to include Binti, Inc’s new placement module, which allows for approved Resource Families and other foster placement resources to be utilized by the placement team in a more robust manner than was previously available to staff, in 2019. Updates to the Child Welfare Services Client Management System, which are not anticipated to be complete for several years, should include the Resource Family Approval process capacity and is expected to negate the need for a third-party solution.

 

The attached master subscription and services agreement with Binti, Inc. will allow DHHS - Child Welfare Services to utilize appropriate software and data management services related to the Resource Family Approval and Foster Placement processes for the period of June 19, 2022 through June 30, 2025.  It should be noted that the attached master subscription and services agreement with Binti, Inc. comes to the Board after the start thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached master subscription and services agreement with Bini, Inc. regarding the provision of data management services related to the Resource Family Approval and Foster Placement processes for the period of June 19, 2022 through June 30, 2025.  It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached master subscription and services agreement with Binti, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed data management services.

The attached master subscription and services agreement with Binti, Inc. has a maximum amount payable of One Hundred Forty-Seven Thousand Nine Hundred Fifty-Nine Dollars and Sixteen Cents ($147-959.16) for the period of June 19, 2022 through June 30, 2025.  In no event shall the maximum amount paid under the attached master subscription and services agreement with Binti, Inc. exceed Forty-Eight Thousand Eight Hundred Ninety Two Dollars and Thirty-Two Cents ($48,892.32) for fiscal year 2022-2023, Forty-Eight Thousand Eight Hundred One Dollars and Forty Cents ($48,801.40) for fiscal year 2023-2024 and Fifty Thousand Two Hundred Sixty-Five Dollars and Forty-Four Cents ($50,265.44) for fiscal year 2024-2025.  However, in the event that local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached master subscription and services agreement with Binti, Inc. in its entirety.

 

Expenditure appropriations related to the attached master subscription and services agreement with Binti, Inc. have been included in the approved fiscal year 2022-2023 budget for DHHS - Social Services budget unit 1160-508.  Funding the attached master subscription and services agreement with Binti, Inc. is available through a combination of local, state and federal revenues received by DHHS - Child Welfare Services.  As a result, approval of the attached master subscription and services agreement with Binti, Inc. will not impact the Humboldt County General Fund. 

 

STAFFING IMPACT:

Approval of the attached master subscription and services agreement with Binti, Inc. will not impact current staffing levels.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.  

 

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not approve the attached master subscription and services agreement with Binti, Inc. regarding the provision of data management services related to the Resource Family Approval and Foster Placement processes.  However, this alternative is not recommended since it will severely limit DHHS - Child Welfare Services’ ability to comply with applicable state mandates.
