RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Highway Safety Improvement Program Hammond and Mid-Town Crossings Project; and
2. Award the project agreement to Hooven & Co., Inc., for the total amount of $459,633; and
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Director of Public Works to execute contract change orders up to the amount of $35,482; and
5. Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
On June 2, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Highway Safety Improvement Program Hammond and Mid-Town Crossings Project for bids. On June 30, 2026, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1.
Accordingly, the Department of Public Works recommends that the Board: receive and file the bid proposals submitted for the Highway Safety Improvement Program Hammond and Mid-Town Crossings Project; award the project agreement to Hooven & Co., Inc., for the total amount of $459,633; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Director of Public Works to execute contract change orders up to the amount of $35,482.

Narrative Explanation of Financial Impact:
The Highway Safety Improvement Program Hammond and Mid-Town Crossings Project is funded by the California Department of Transportation’s Highway Safety Improvement Program grant funding of $231,000. Construction costs that exceed the grant funding amount are estimated to be $343,450, and will be covered by the Humboldt County Road Fund - Measure O. The total project cost is estimated at $574,450 as shown in Attachment 1.
Expenditure appropriations relating to completion of the Highway Safety Improvement Program Hammond and Mid-Town Crossings Project are included in the approved fiscal year 2026-27 budget for budget unit 1200-321.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Highway Safety Improvement Program Hammond and Mid-Town Crossings Project. However, this alternative is not recommended because the project will improve the safety of several roadways using funds that would not otherwise be available to the County of Humboldt.
