RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bids for the John Haynes Veterans Memorial Building Project, Project Number 162765; and

2.                     Award the project to the lowest responsible and responsive bidder, Adams Commercial General Contracting, Inc., Eureka, California in the amount of Three Million Seven Hundred Ninety-Four Thousand Nine Hundred Thirty-Seven Dollars ($3,794,937); and

3.                     Authorize the Chair of the Board to execute a construction agreement with Adams Commercial General Contracting, Inc. after staff approves the bonds and insurance; and

4.                     Direct the Clerk of the Board to provide the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On June 25, 2024, the Humboldt County Board of Supervisors (“Board”) reviewed the current status of the John Haynes Veterans Memorial Building Project, considering multiple options to address a budgetary shortfall while keeping the project moving ahead.  Ultimately, the Board directed staff to proceed with Option 1, preserving the original program and design of the building, and authorizing additional funding in the amount of Three Million Five Hundred Seventy-Two Thousand Seven Hundred Eighteen Dollars ($3,572,718) in accordance with the most recent project cost estimate.  Combined with the original project budget of Three Million Eighty-Seven Thousand Three Hundred Twenty-Five Dollars ($3,087,325), the approved project budget was increased to Six Million Six Hundred Sixty Thousand Forty-Three Dollars ($6,660,043).  The Board directed that a federal earmark request be submitted for the project and this has been completed, along with letters of support from both the Board and community partners. 

 

Due to concerns about the funding needed for the project expressed by the Board on June 25, 2024, county staff and the design team focused efforts on preserving the intent and quality of the original design while being budget conscious with each design decision made during the process of completing the construction documents.  Through these efforts, the final pre-bid total project cost estimate was reduced approximately Seven Hundred Fifty-Thousand Dollars ($750,000) below the estimate presented to the Board on June 25, 2024.  Final exterior color selections and some representative interior perspectives of the project are reflected in Attachments 1 and 2, respectively.  The finalized plans for the John Haynes Veterans Memorial Building Project were submitted to the Humboldt County Planning and Building Department for plan check review and permit processing on December 11, 2024.

 

On February 4, 2025, the Board approved the project to be released to bid.  Bids for the project were received on March 11, 2025.  Three general contractors submitted bids, which are tabulated below and also shown in Attachment 3.  The bid shall be awarded to the lowest responsive and responsible bidder based on the base bid amount.

The results of the bid have further reduced the total project cost estimate to Five Million Six Hundred Fifty Thousand Eight Hundred Eighty-Two Dollars ($5,650,882), a reduction of One Million Nine Thousand One Hundred Sixty-One Dollars ($1,009,161) from staff’s June 25, 2024, estimate.  Accordingly, staff recommends that the contract be awarded to Adams Commercial General Contracting, Inc. for the construction of the John Haynes Veterans Memorial Building project.

The demolition of the original building was completed with a General Fund transfer of Two Hundred Fifty-One Thousand Eight Hundred Forty-Five Dollars ($251,845.00) that occurred in 2021 and are included in the projected expenditures.  The remainder of the project costs are budgeted with funding from the 2020 Amended Finance Plan.  More detail on anticipated costs and current expenditures related to the project are included in Attachment 4, which has been updated to reflect the cost of the lowest responsive and responsible bid, as well as adjustments to other estimated project expenditures.

 

STAFFING IMPACT:

Ongoing management of the John Haynes Veterans Memorial Building Project will require effort by Facilities - Capital Projects staff until completion and will need to be considered against both new and ongoing projects when assessing staffing workload and scheduling.  Facilities - Capital Projects staffing is currently significantly reduced, with multiple positions that currently need to be filled.  Long term staffing in Public Works - Facilities will be reviewed in more detail with the Board at a future date.
