RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Humboldt County Guardrail Replacement Project;
2. Award the attached project agreement to Highway Specialty Company, Inc. for the total amount of $736,870;
3. Authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of $49,434.

DISCUSSION:
On Nov. 16, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Humboldt County Guardrail Replacement Project for bids. On Dec. 21, 2021, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1.
The Humboldt County Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Humboldt County Guardrail Replacement Project; award the attached project agreement to Highway Specialty Company, Inc. for the total amount of $736,870; authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of $49,434.
FINANCIAL IMPACT:
The Humboldt County Guardrail Replacement Project is being funded by the Federal Highway Administration Highway Safety Improvement Program (100%). The contract bid amount is $736,870. The total project cost is estimated at $921,087. The Humboldt County Road Fund will not be responsible for any of the costs associated with the Humboldt County Guardrail Replacement Project unless the project costs exceed the total amount allocated by the Federal Highway Administration, which is $1,116,500.
Expenditure appropriations related to completion of the Humboldt County Guardrail Replacement Project are included in the approved fiscal year 2021-22 budget for Road Fund budget unit 1200321. As a result, completion of the Humboldt County Guardrail Replacement Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the attached project agreement for the Humboldt County Guardrail Replacement Project. However, this alternative is not recommended because the project will replace essential roadway safety features throughout Humboldt County using funds that would not otherwise be available to the County of Humboldt.
