RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations; and

2.                     Award the project agreement to VSS International, Inc. for the total amount of $1,488,120; and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Public Works Director to execute contract change orders up to the amount of $136,906.

DISCUSSION:

On March 24, 2026, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations for bids. On April 14, 2026, the County of Humboldt received five (5) bids for the project, which are attached hereto as Attachment 1.

Narrative Explanation of Financial Impact:

The Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations is being funded by Measure O funds (100%). The total project cost is estimated at $1,785,744. Project costs include a contingency of 10% of the contract award amount, $148,812; construction administration at 10% of the contract award amount, $148,812; and the construction contract, $1,488,120. Expenditure appropriations relating to completion of the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations are included in the approved fiscal year (FY) 2025-26 Public Works Measure O Budget (1200342).

 

It is expected that the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations would reach full completed by the end of the 2025-26 fiscal year. Due to weather and or construction restraints, if the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations project has not reached final construction by the end of FY 2025-26 Public Works will come back to the board and ask that the funds form FY 2025-26 be rolled over to FY 2026-27 Public Works Measure O Budget (1200342).

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to award the project agreement for the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations; However, this alternative is not recommended because the project will restore roadways using Measure O funds.
