RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve state standard agreement C1837008 with the California Department of Parks and Recreation (CDPR) for water testing by the Department of Health and Human Services (DHHS) - Public Health Laboratory for the North Coast Redwoods District for up to $9,999; authorize the Chair to sign three (3) originals of the agreement, one (1) Payee Data Record and Supplement and one (1) Contractor Certification Clause; authorize the Public Health Director to sign future amendments to this agreement thereto after review by County Counsel and Risk Manager; direct the Clerk of the Board to return three (3) signed agreements, one (1) Payee Data Record and Supplement and one (1) Contractor Certification Clause to Department of Health and Human Services (DHHS) - Contract Unit to forward to DHHS - Public Health; and direct the Clerk of the Board to return one (1) copy of the Board Order to DHHS - Public Health for submission to CDPR.

DISCUSSION:

The Humboldt County Public Health Laboratory has been conducting water testing for the California Department of Parks Recreation (CDPR), North Coast Redwoods District for over ten years. The testing analyzes recreational and drinking (potable) waters found within the state parks in our county for unsafe levels of harmful bacteria and helps keep visitors to the parks safe and healthy.

 

On March 14, 2017 (item C-11) your Board approved state standard agreement C1637037 with CDPR for water sample testing through March 31, 2019. CDPR has requested that the Humboldt County Public Health Laboratory execute the agreement #C1837008 before your Board today to ensure no disruption of water testing as the current agreement is nearing the maximum amount of $25,000. Once the agreement #C1637037’s maximum payable amount is reached, CDPR will be able to pay invoices against #C1837008 without disruption of these vital services to the community.

 

The agreement #C1837008 before your Board today sets parameters for invoicing CDPR for testing services and sets reimbursable limits to $9,999 from Sept. 1, 2018 through Dec. 31, 2020.

 

This agreement comes late before your Board due to late receipt from CDPR.

 

 

FINANCIAL IMPACT:

Approval of state standard agreement C1837008 with CDPR will allow the Public Health Laboratory to be reimbursed for water testing up to $9,999 in Fund 1175, Budget Unit 435, Public Health Laboratory, for the period commencing Sep. 1, 2018 through Dec. 31, 2020. These funds were anticipated and included in the approved fiscal year (FY) 2018-19 county budget and will be included in the proposed budget for FYs 2019-20 and 2020-21. There will be no net increase or decrease to the county’s General Fund.

 

This agreement supports the Board’s Strategic Framework by creating opportunities for improved safety and health.

N/A

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve the agreement with the California Department of Parks and Recreation, North Coast Redwoods District. This is not recommended as the agreement is required by the State and the Public Health Laboratory would no longer be able to provide water testing for the state parks in Humboldt County.
