RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the recommendation of the Multi-Agency Juvenile Justice Coordinating Council (MAJJCC) to award First 5 Humboldt the amount of $171,726, over three fiscal years, for the expansion and continuation of the Positive Parenting Program; and

2.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with First 5 Humboldt.

DISCUSSION:

The Positive Parenting Program (Triple P), with support from a grant, was developed by First 5 Humboldt as a community-based prevention strategy supporting families with young children. Triple P is an evidence-based parenting program that strengthens parenting skills, supports healthy child development, and prevents behavioral challenges for both parents and children, resulting in fewer school-based behavioral issues.

 

First 5 Humboldt has been offering Triple P parenting classes in the community for the past two years, serving just over 200 families. During that time, they have built a strong foundation for the program by training staff in both Spanish and English program delivery, developed curriculum adaptations to ensure cultural and community relevance, and established partnerships with schools, Family Resource Centers, and other community organizations.

 

With grant funding ending in June 2026, First 5 Humboldt made a proposal for funding at the April 2, 2026, Multi-Agency Juvenile Justice Coordinating Council (MAJJCC) meeting to allow for the continuation and expansion of the Positive Parenting Program in Humboldt County for the next three fiscal years. The motion was passed, with an approved amount of $57,242 per fiscal year, for a total of $171,726.

The attached agreement with First 5 has a total payable of $171,242 for the period of July 1, 2026 through June 30, 2029. However, in the event local, state or federal funding is reduced the county may reduce the maximum amount payable or terminate the agreement.

 

Expenditure appropriations related to this agreement has been included in the FY 2026-27 budget for the Probation Department - Juvenile Justice Crime Prevention Act budget unit (1100-202).

 

Funding for the attached professional services agreement with First 5 Humboldt is available through the trust fund balance (Fund No. 3741-000-810515) comprised of unspent Juvenile Justice Crime Prevention Act (JJCPA) growth payments from prior years and has been allocated in the budget for Fiscal Year 2026-27. Therefore, no supplemental budget is required at this time. This agreement has no impact on the General Fund and is fully funded with JJCPA dollars.

 

STAFFING IMPACT:

Approval of the attached professional services agreement with First 5 Humboldt will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may opt not to approve this agreement, however, that is not recommended. First 5 Humboldt’s Positive Parenting Program provides a valuable community resource for families with children aged 0-18 throughout Humboldt County. Without this funding, First 5 Humboldt may face hardship in sustaining and continuing the program.
