That the Board of Supervisors:
1. Receive the staff report; and
2. Authorize the County of Humboldt Board of Supervisors Chair to sign the professional service agreement with Affordable Housing Homeless Alternatives (AHHA), in the amount of $97,264.17.

DISCUSSION:
The Planning and Building Department seeks approval for Humboldt County Board of Supervisors Chair to sign the professional service agreement with Affordable Housing Homeless Alternatives (AHHA), in the amount of $97,264.17.
On Jun. 8, 2021, your Board reviewed and approved two proposals submitted in response to a request for proposal (RFP) to implement service-based homelessness assistance projects as part of the PLHA program. During that meeting your Board directed the Planning and Building Department Director to sign an agreement with SoHum Housing Opportunities in the amount of $47,403.83 and to continue to negotiate with and prepare an agreement for AHHA to carry out these activities.
FINANCIAL IMPACT:
The attached professional services agreement with Affordable Housing Homeless Alternatives (AHHA) has a maximum amount payable of $97,264.17. In the event local, state, or federal funding is reduced or eliminated, the County of Humboldt may reduce the above referenced maximum amount payable or terminate the professional services agreement with AHHA in its entirety.
Expenditure appropriations related to the attached professional services agreement with AHHA have been included in the adopted fiscal year 2021-22 budget for the Advanced Planning budget unit 1100282. Funding for the attached professional services agreement with AHHA is available through the PLHA grant program. As a result, approval of the professional services agreement with AHHA will have no impact to the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to authorize the Humboldt County Board Chair to sign this contract. This alternative is not recommended as it was previously approved by the Board of Supervisors.
