RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Director of Aviation, or a designee thereof, to sign the attached Interconnection Agreement with Pacific Gas & Electric Company (PG&E); and
2. Authorize the Director of Aviation to execute any amendments and successor agreements after review by County Counsel and Risk Management.

DISCUSSION:
The Pacific Gas and Electric (PG&E) Interconnection Agreement (IA) is a requirement for the County of Humboldt to enter into to connect the proposed new electrical infrastructure into PG&E’s Power Grid. This agreement allows the Customer (the County of Humboldt) to connect a Generating Facility (the Solar Array-Microgrid Infrastructure) to offset part or all of the Customer’s electrical requirements. The Solar Array-Microgrid System will offset a portion of the power consumed by the ACV Terminal, Airfield Electrical Infrastructure, and the Aircraft Rescue and Fire Fighting (ARFF) Facility at the California Redwood Coast-Humboldt County Airport (ACV). The attached letter provided by the Humboldt State University (HSU)-Schatz Energy Research Center (SERC) verifies that the proposed Generating Facility will meet the technical requirements of PG&E identified throughout the IA. For reference, SERC is serving as the electrical engineer for the Redwood Coast Energy Authority (RCEA). RCEA will be the owner-operator of the proposed Generating Facility.
FINANCIAL IMPACT:
There is no financial impact to the general fund.

Humboldt State University Schatz Energy Research Center, Redwood Coast Energy Authority, and Pacific Gas and Electric
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decide not to authorize the Director of Aviation to sign the Interconnection Agreement. However, this is alternative is not recommended because without this Interconnection Agreement the Microgrid Project will be unable to generate power to offset a portion of the ACV Airport electrical requirements.
