RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve grant agreement #23-10393 with the California Department of Public Health (CDPH) for $565,275.00 for the term of July 1, 2023, through June 30, 2028;
2. Authorize the Director of Public Health or a designee thereof to sign the agreement and required certifications;
3. Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to this grant agreement upon review and approval of County Counsel and Risk Management;
4. Approve the supplemental budget for $8,295 in Fund 1175, Budget Unit 470 - HOPWA NorCAP for fiscal year 2023-24 (4/5th Vote Required); and
5. Direct the Clerk of the Board to return one (1) copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit.

DISCUSSION:
The Centers for Disease Control and Prevention (CDC) estimates that over one million Americans are living with HIV and AIDS. Throughout many communities, persons living with HIV or AIDS risk losing their housing due to compounding factors such as increased medical costs and limited incomes or reduced ability to keep working due to AIDS and related illnesses. Stable housing is the cornerstone of HIV/AIDS treatment, allowing persons with HIV/AIDS to access comprehensive healthcare and adhere to complex HIV/AIDS drug therapies.
Housing Opportunities for Persons With AIDS (HOPWA) is part of the North Coast AIDS Project (NorCAP), which resides in the Healthy Communities Division of Public Health. The primary goal of the HOPWA program is to assist low-income persons living with HIV/AIDS and their families in maintaining housing stability, avoiding homelessness, and accessing care by providing housing assistance and services. Activities include assistance with rent, mortgage payments, emergency shelter, utilities, and other essential housing expenses to either maintain housing stability or provide shelter for those experiencing homelessness. The agreement before your Board today will allow DHHS to continue HOPWA services throughout Humboldt County.
This agreement is coming to your Board after the effective date due to late receipt from CDPH.

Narrative Explanation of Financial Impact:
Approval of Grant Agreement # 23-10393 with CDPH will allow DHHS - Public Health to be reimbursed a maximum of $565,275.00 in Fund 1175, Budget Unit 470 - HOPWA NorCAP for the period of July 1, 2023, through June 30, 2028. Funding in the amount of $113,127 for FY 2023-24 of the agreement was included in the proposed county budget for fiscal year (FY) 2023-24. A supplemental budget for FY 2023-24 in the amount of $8,295 is necessary due to the increased allocation. The funding amount of $121,422.00 will be included in the annual budget process for FY 2024-25. The funding amount of $107,477.00 will be included in the proposed county budget for FYs 2025-26, 2026-27 and 2027-28.
STAFFING IMPACT:
Acceptance of this grant will support current staffing levels in the HOPWA Program.
