RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the DHHS - Public Health Director, or their designee, to enter into and execute the attached Agency Agreement with Tulare County Superintendent of Schools.
2. Approve and authorize DHHS - Public Health Director, or their designee, to enter into any subsequent agreements or amendments with Tulare County Superintendent of Schools related to this Friday Night Live agreement and within the current Substance Abuse Block Grant term after review by County Counsel and Risk Management.

DISCUSSION:
FNL is a youth-oriented weekly after-school program designed to provide youth with meaningful involvement in substance and tobacco use prevention. FNL strengthens the skills of youth through youth-involved development of programs. It trains youth on developing the skills to lead and mentor, focused on creating current and future leaders and developing youth as community resources in substance and tobacco use prevention.
Friday Night Live uses shared experiences and peer-oriented programming to encourage a safe and effective environment. DHHS - Public Health will act as the facilitator for local FNL clubs to bring the various club leaders and youth together both in curriculum and physically as possible and useful for programmatic development.
FINANCIAL IMPACT:
Approval of the agency agreement with Tulare County Superintendent of Schools will allow DHHS-Public Health to be reimbursed for facilitation and coordination from July 1, 2022, through June 30, 2023, in the amount of $9,000 in the Fund 1175, Budget Unit 452, AOD Prevention. These funds were anticipated in Fiscal Year 2022-2023. There is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve this resolution; however, this is not recommended as it would reduce community-oriented services intended to strengthen tobacco and nicotine use resilience among youth populations.
