Amendment to extend Professional Services Agreement by and between County of Humboldt and Redwood Community Action Agency
RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached no-cost amendment to extend the term of Humboldt County Probation’s (HCPD) agreement with Redwood Community Action Agency (RCAA) to provide long-term case management services to clients recovering from drug and alcohol addiction; and
2. Direct the Clerk of the Board to return two signed copies of the amendment to the Probation Department, Attention: Ellisha Hardison, Legal Office Business Manager.

DISCUSSION:
On Nov. 20, 2019, the Humboldt County Community Corrections Partnership Executive (HCCCP) Executive Committee carried a motion to recommend $116,373 in one-time funds to continue the case management services that Redwood Community Action Agency (RCAA) has been providing in local substance abuse disorder (SUD) treatment programs since 2017. These RCAA case managers assist with long-term case management services to clients recovering from drug and alcohol addiction. The five case managers employed through RCAA work to support the clients with a successful transition to sober living and self-sufficiency by: strategizing with clients to create a unique plan with realistic goals and timelines; meet clients weekly to assist them with goal attainment and provide support; provide job skill development and job placement assistance; assist with transportation as needed so that clients can attend work, health appointments, apply for services, and report data back to Probation.
The original request came about after the HCCCP General Committee, in its capacity serving as the local Proposition 47 advisory committee, assessed treatment needs and gaps and made the recommendation to hire five AmeriCorp workers to work in residential treatment programs as a 1-year pilot program. Unfortunately, RCAA held a recruitment which yielded no applications and they were forced to once again return to the HCCCP executive Committee with a revised proposal. The new proposal provided five case managers, employed by RCAA, to be placed in three different community SUD treatment facilities to provide long-term case management services to clients recovering from addiction. The revised proposal was brought before the HCCCP Executive Committee on July 19, 2017 and once again, the motion carried.
The contract expired at the end of 2019. Staff was waiting to see whether Drug MediCal would be off the ground by the time of expiration and these costs, which would have allowed the cost to be absorbed by the SUD treatment facilities. This would transfer the employment of these positions to the facilities in which they are working now and offset the cost. Unfortunately, Drug MediCal was not yet reimbursing services locally and so RCAA took another proposal to the HCCCP Executive Committee for the amount estimated to be necessary to continue operations of these services in the interim. This contract will also expire July 31, 2020 and Drug MediCal is still not yet reimbursing for services locally. The contract funding has not been fully expended and so RCAA brought back to the HCCCP another proposal, this time for a no-cost extension to extend the term to Oct. 31, 2020 with no additional funding request. The attached amendment reflects these terms and will terminate at the end of October 2020, or when the SUD programs begin receiving Drug MediCal funds.
FINANCIAL IMPACT:
There is no additional financial impact as this contract was approved by the Board Jan. 7, 2020 and this amendment extends the date of termination but requests no additional funding. The contract value is $116,373 in one-time funding and will be paid out of Probation’s Realignment Budget Unit 3741-294, and is funded by the Humboldt County Public Safety Realignment Fund (Fund 3741), which has a current balance of $7.256 million. There will be no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may elect not to approve this amendment to the existing agreement; however, it is not recommended, as the Prop 47 advisory committee and the HCCCP believed that this project would make much needed progress in addressing identified gaps in treatment for this population.
