Recommendation
That the Board of Supervisors:
1. Approve use of the Deferred Maintenance Fund in the amount of $29,389 for repairs and improvements to the water system for the Swimmers Delight campground at Van Duzen County Park; and
2. Approve the attached supplemental budget (Attachment 1). ( 4/5 Vote Required)

DISCUSSION:
Van Duzen County Park provides camping at the Swimmers Delight and Pamplin Grove campgrounds. Each campground has a water system sourced by a groundwater well. The water systems are regulated as “non-transient, non-community” public water systems by the state Department of Water Resources.
The water system for the Swimmers Delight campground has urgent repair and replacement needs. The booster pump from the groundwater well failed this summer and had to be replaced on an emergency basis. The water filter unit has reached the end of its useful life and is currently being bypassed. The water system does not have an automatic disinfection system; instead, chlorine is added manually on a monthly basis. Some of the piping and electrical components are obsolete (remnants from previous repairs) and create operational and maintenance problems.
Three bids were solicited to repair and upgrade the water treatment system for Swimmers Delight. The base work includes removing obsolete plumbing and electrical components; installing a new water softener and filter system, filter backwashing system, and chlorine injection system; and providing a thorough cleaning of the holding tank. The proposed improvements will benefit water quality and public health and substantially reduce the risk of a major break-down that causes shutdown of the water system and interruption with camping.
The use of Deferred Maintenance Funds for the repairs and improvements to the water system at the Swimmers Delight campground at Van Duzen County Park is in line with the Deferred Maintenance Policy.

Narrative Explanation of Financial Impact:
The cost of the replacement booster pump was $8,447. The lowest responsive bid for the base repair work was $17,942. An additional $3,000 is needed to purchase materials for County Parks staff to re-build the treatment system building following the repairs to the treatment system. The total funding request from the Deferred Maintenance Fund is $29,389. A supplemental budget adjustment in the amount of $29,389 is requested to transfer funds into the associated Public Works Capital Project budget, 3562170. There is sufficient fund balance in the Deferred Maintenance Fund (3564) to accommodate this request.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors could choose not to approve the requested allocation from the Deferred Maintenance Fund for repairs and improvements to the water system at the Swimmers Delight campground of Van Duzen County Park. However, this alternative is not recommended because failure of the water system could cause a shutdown of the campground which would result in the loss of public camping experiences and a loss of fee revenue. The Parks budget (1100713) does not have sufficient funds to cover this significant repair and improvement work.
