RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Road Maintenance on Bald Hills Road (F4R300) Post Mile 16.05 to 19.04 project;
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Aug. 2, 2022 at 2 p.m.;
3. Authorize the Humboldt County Public Works Director to award the above-mentioned project to the lowest responsive bidder following completion of the bidding process; and
4. Authorize the Humboldt County Public Works Director to execute a project agreement with the lowest responsive bidder upon submittal of the appropriate bonds and insurance.

DISCUSSION:
Bald Hills Road (F4R300) connects the upper and lower portions of the Yurok Reservation and serves as an access road to Redwood National and State Parks and Six Rivers National Forest. Bald Hills Road (F4R300) also serves as an alternate route to the eastern portion of Humboldt County when State Highway 299 between Arcata and Willow Creek is closed. Lower Cappell Road (7Q302) is an access point to the Yurok Reservation and connects Cappell Road to State Highway 169.
The Yurok Tribe and the Humboldt County Public Works Department (Public Works) have a history of collaborating in order to improve roads which serve to access the Yurok Reservation or are within its boundaries. Pursuant to the terms and conditions of the attached memorandum of agreement, the Yurok Tribe will provide funding, in an amount up to $906,058, to assist Public Works in planning, designing and implementing certain improvements to Bald Hills Road (F4R300) and Lower Cappell Road (7Q302).
Bald Hill Road Post Mile 16.05 to 19.04 is a portion of roadway that the Yurok Tribe and Public Works has selected to improve the surface so the road is safer, reduce road maintenance needs, reduce dust generation, reduce erosion, and reduce sediment runoff. Public Works prepared the attached plans and specifications. The work proposed in the attached plans and specifications consists of replacing culverts, placing aggregate base and a double chip seal, and installing erosion and sediment control measures.
The construction of road maintenance on Bald Hills Road (F4R300) post mile 16.05 to 19.04 project must be completed before the rainy season which typically starts in October/November. Due to this constraint, Public Works recommends that the Board approve the attached plans and specifications and authorize the Public Works Director to award the Road Maintenance on Bald Hills Road (F4R300) Post Mile 16.05 to 19.04 Project to, and execute the project agreement with, the lowest responsive bidder following completion of the bidding process and submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
There is no financial commitment until the Road Maintenance on Bald Hills Road (F4R300) Post Mile 16.05 to 19.04 Project is awarded. This project is being funded by Yurok Tribe (100%) up to the amount of $906,058 pursuant to the terms and conditions of the approved memorandum of agreement. The engineer’s cost estimate for the Bald Hill Project Post Mile 16.05 to 19.04 is $873,550. The Humboldt County Road Fund will be responsible for project costs that exceed $906,058. Project costs include 10% construction contingency $87,355, 15% construction engineering $131,032, and $216,000 that was previously expended on maintenance work on Lower Cappell Road (7Q302). The Humboldt County Road Fund will be responsible for $401,879 of the costs associated with the Road Maintenance on Bald Hills Road (F4R300) Post Mile 16.05 to 19.04 Project.
Expenditure appropriations related to completion of the Road Maintenance on Bald Hills Road (F4R300) Post Mile 16.05 to 19.04 Project have been included in the approved fiscal year (FY) 2021-22 and the proposed 2022-23 budgets for Road-Engineering budget unit 1200-321. Approval of the attached plans and specifications will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications for the Road Maintenance on Bald Hills Road (F4R300) Post Mile 16.05 to 19.04. However, this alternative is not recommended because the project will maintain a vital link between Weitchpec and Orick using funds that would not otherwise be available to the County of Humboldt.
