RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Appoint Patrick Kaspari to fill the vacancy in one (1) of Humboldt County’s two (2) seats on the North Coast Resource Partnership Technical Peer Review Committee.

DISCUSSION:

Humboldt County participates in the North Coast Resource Partnership which is a regional collaboration with the counties of Del Norte, Mendocino, Modoc, Siskiyou, Sonoma, and Trinity and the tribal governments within the north coast region.  The North Coast Resource Partnership coordinates the planning and implementation of projects throughout the region related to water and wastewater infrastructure, watersheds, public health, and economic vitality, with emphasis on benefiting economically disadvantaged communities.  Since 2006, Humboldt County has served as the regional administrating agency and has managed over $100,000,000 in grants issued to the North Coast Resource Partnership by state agencies with funding from Proposition 50, Proposition 84, and other sources.  Grant administration work is performed by the Environmental Services Division of the Humboldt County Department of Public Works.

 

The North Coast Resource Partnership is governed by a Leadership Council which includes two (2) representatives appointed by each participating county and three (3) representatives appointed by north coast tribes.  The County of Humboldt is represented on the Leadership Council by Supervisors Madrone and Wilson.  In addition, a Technical Peer Review Committee advises the Leadership Council and provides technical review and evaluation for project funding proposals.  One (1) of Humboldt County’s two (2) positions on the Technical Peer Review Committee is held by Hank Seemann, Deputy-Director of Public Works.  Since June 2017, the second position was held by John Friedenbach, Executive Director for the Humboldt Bay Municipal Water District.  John Friedenbach stepped down from this committee for personal reasons, leaving a vacancy.  Patrick Kaspari, the General Manager of the McKinleyville Community Services District has agreed to fill the vacant seat on the Technical Peer Review Committee.  Mr. Kaspari began work with the McKinleyville Community Services District on June 1, 2020.  He is a registered civil engineer and worked for the engineering consulting firm Winzler & Kelly/GHD in Eureka for twenty-one (21) years.  He has thirty (30) years of water and wastewater design and operations experience.

 

FINANCIAL IMPACT:

There are no direct costs associated with the appointment of Mr. Kaspari to the North Coast Resource Partnership Technical Peer Review Committee.  As a result, the recommended action will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended action supports the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure and creating opportunities for improved safety and health.

 

OTHER AGENCY INVOLVEMENT:                     

North Coast Resource Partnership Counties (Del Norte, Mendocino, Modoc, Siskiyou, Sonoma and Trinity) along with tribal governments in the seven-county region.
