Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached first amendment to the agreement for consultant services with Quincy Engineering, Inc. as assigned to Consor North America, Inc. regarding the provision of design engineering and environmental services for the Holmes-Larabee Bridge Project [Contract Number 594171];
2. Approve, and authorize the Chair of the Board to execute, the attached first amendment to the agreement for consultant services with Quincy Engineering, Inc. as assigned to Consor North America, Inc. regarding the provision of design engineering and environmental services for the McCann Bridge Project [Contract Number 594172]; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached first amendments to the Department of Public Works for further processing.

DISCUSSION:
On March 14, 2017, the Humboldt County Department of Public Works issued a Request for Qualifications (“RFQ”) for the purpose of selecting a qualified consultant team for the provision of design engineering and environmental services for both the Holmes-Larabee and McCann Bridge Projects. The county, in conjunction with the California Department of Transportation (“Caltrans”) staff, conducted interviews of the six (6) consultant teams that submitted statements of qualifications in response to RFQ No. DWP2017-002) on June 6 and June 7, 2017. The interview panel selected Quincy Engineering, Inc. as the most qualified team and began the contract negotiation process on June 16, 2017.
On April 24, 2018, the Board of Supervisors approved, and authorized the chair of the board to execute, a consultant services agreement with Quincy Engineering, Inc. regarding the scope of services, project schedule and costs pertaining to the provision of design engineering and environmental services for both the Holmes-Larabee Bridge Project (Attachment 1) and McCann Bridge Project (Attachment 2). The county also secured the necessary approvals from the Audits and Investigations and Local Assistance Divisions of Caltrans as required by the Caltrans Local Assistance Procedures Manual.
The attached amendments (Attachment 3 and Attachment 4) are the county’s written approval per Article 1, Provision D of the consultant services agreements with Quincy Engineering, Inc. to assign the obligations of the design engineering and environmental services agreement for Holmes-Larabee Bridge Project and McCann Bridge Project to Consor North America, Inc.,
Accordingly, the Department of Public Works recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached amendments to the agreement for consultant services between the County of Humboldt and Quincy Engineering, Inc. as assigned to Consor North America, Inc. regarding the provision of design engineering and environmental services agreement for Holmes-Larabee Bridge Project and McCann Bridge Project.
FINANCIAL IMPACT:
The maximum amount payable for the design engineering and environmental services rendered, and costs and expenses incurred, for the Holmes-Larabee Bridge Project is $3,867,600. The maximum amount payable for the design engineering and environmental services rendered, and costs and expenses incurred, for the McCann Bridge Project is $3,435,500. The Holmes-Larabee and McCann Bridge Projects are being funded through the FHWA, Highway Bridge Program and Toll Credits, which will provide 100% of the funds for both projects. This amendment does not modify the financial impact of the original consultant services agreement. As a result, approval of the attached amendments to the consultant service agreements with Quincy Engineering, Inc. as assigned to Consor North America, Inc. will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached amendments to the agreement for consultant services with Quincy Engineering, Inc. as assigned to Consor North America, Inc. regarding the provision of design engineering and environmental services agreement for Holmes-Larabee Bridge Project and McCann Bridge Project. However, this alternative is not recommended since the county has limited staff to perform such services for bridge projects and the additional time required for completing tasks.
