RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Acceptance of Award by and between the County of Humboldt and California Department of Public Health in the amount of $8,162; and

2.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute the attached Acceptance of Award by and between the County of Humboldt and California Department of Public Health; and

3.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute the attached TB Award Budget Summary Fiscal Year (FY) 2025-26, TB Established eDOT Policies & Procedures Certification FY 2025-26 Form and TB Subrecipient Eligibility FY 2025-26 Form by and between the County of Humboldt and California Department of Public Health; and

4.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached Acceptance of Award by and between the County of Humboldt and California Department of Public Health after review and approval by County Counsel, Risk Management and the County Administrative Office; and

5.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one Certified copy of the Board Order pertaining to this item.

DISCUSSION:

Pulmonary Tuberculosis (TB) is an infectious and communicable disease, dangerous to the public health. Public Health Departments are mandated by California Health and Safety Code § 121350 to maintain a program for the prevention and control of TB. California Department of Health and Human Services (CDPH) allots Base funding to counties to administer the program.

 

On top of Base funding, CDPH also allots funding for food, shelter, incentives, and enablers (FSIE) to counties each year as a pass-through to TB patients who must be isolated and are unable to work. CDPH also occasionally allots funds to counties for miscellaneous TB program purposes. One example is TB funding for specified vulnerable populations, such as the TB United for Ukraine allotments received in FY 2022-23. Another example is travel funds received in FY 2023-24 for program staff to attend the annual TB Controllers meeting. These special allotments are rare.

 

On May 7, 2013, your Board granted authorization for the Public Health Director to sign any future TB allotments. The TB Prevention and Control Program requests that your Board reauthorize the Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly associated with, TB allotments for a five-year period, retroactively July 1, 2024 through June 30, 2029, after review and approval by County Counsel, Risk Management and the County Administrative Office.

Narrative Explanation of Financial Impact:

Approval of the attached Acceptance of Award by and between the County of Humboldt and California Department of Public Health will allow the Department of Health and Human Services Public Health Branch to be reimbursed up to $8,162.00 for services performed in accordance with the Scope of Work for the Tuberculosis Prevention and Control Program in FY 2025-26.

 

This funding resides in the Fund 1175, Budget Unit 419 - TB Control and was anticipated and included in the Fiscal Year 2025-26 adopted county budget. 

 

STAFFING IMPACT:

Approval of the Acceptance of Award by and between the County of Humboldt and California Department of Public Health will maintain current staffing levels in the Tuberculosis Prevention and Control Program. 

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to accept these funds. However, other funds would need to be used to cover the cost of the TB Prevention and Control Program as it is state-mandated.
