RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Public Works Measure O - 2026 Cedar Street (3K280) Post Miles 0.32 to 0.72 and Redwood Street (3K260) Post Miles 0.00 to 0.23 Project; and
2. Award the project agreement to GR Sundberg, Inc., for the total amount of $1,128,123; and
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Director of Public Works to execute contract change orders up to the amount of $68,906; and
5. Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
On June 23, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Public Works Measure O - 2026 Cedar Street (3K280) Post Miles 0.32 to 0.72 and Redwood Street (3K260) Post Miles 0.00 to 0.23 Project for bids. On July 21, 2026, the County of Humboldt received five (5) bids for the project, which are attached hereto as Attachment 1.
Accordingly, the Department of Public Works recommends that the Board: receive and file the bid proposals submitted for the Public Works Measure O - 2026 Cedar Street (3K280) Post Miles 0.32 to 0.72 and Redwood Street (3K260) Post Miles 0.00 to 0.23 Project; award the project agreement to GR Sundberg, Inc., for the total amount of $1,128,123; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Director of Public Works to execute contract change orders up to the amount of $68,906.

Narrative Explanation of Financial Impact:
The Public Works Measure O - 2026 Cedar Street (3K280) Post Miles 0.32 to 0.72 and Redwood Street (3K260) Post Miles 0.00 to 0.23 Project is funded by Public Works Measure O. The total project cost is estimated at $1,375,000. Expenditure appropriations relating to completion of the Public Works Measure O - 2026 Cedar Street (3K280) Post Miles 0.32 to 0.72 and Redwood Street (3K260) Post Miles 0.00 to 0.23 Project are included in the approved fiscal year 2026-2027 budget for budget 1200-342.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Public Works Measure O - 2026 Cedar Street (3K280) Post Miles 0.32 to 0.72 and Redwood Street (3K260) Post Miles 0.00 to 0.23 Project. However, this alternative is not recommended because the project will rehabilitate roadways and add public bike facilities using Measure O funds.
