California Volunteers
California Office of the Governor
DISCUSSION:
This $25,000 grant award from California Volunteers will fund training of new CERT volunteers and necessary equipment for the Humboldt County CERT organized under the Humboldt County Sheriff’s Office of Emergency Services (OES). County CERT covers all unincorporated areas of the county and incorporated areas without an active team. This funding will enable Sheriff’s OES to offer four sessions of the 23-hour Basic Course over an 18-month performance period, with a focus on rural areas at high risk for isolation following local disasters. In addition, this funding will cover background checks and additional insurance for registered Disaster Service Worker Volunteers (DSWVs) for events and trainings not covered by the State Compensation Fund to DSWVs deployed for emergency response, including public outreach and preparedness events. The grant will also fund necessary equipment.
The awarded funding will reimburse the County of Humboldt for training equipment and supplies, including a trailer for mobile course delivery, and supplies provided to each participant upon course completion.
FINANCIAL IMPACT:
There is no General Fund match required for this grant. A supplemental budget request (attachment 2) is requested for the $25,000 in revenue and expenditures related to this CERT for the Sheriff’s Operations Budget Unit 1100-221860.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs .
OTHER AGENCY INVOLVEMENT:
California Office of the Governor
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decline the Community Emergency Response Team funding, however this is not recommended as there are no other identified alternative funding source to train up to 120 Humboldt residents and county employees to assist their community during a local disaster.
