RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file a presentation on the 2024 Point-in-Time Count and other Housing and Homeless related services; and

2.                     Provide direction regarding the submission of a Public Records Act request or letter to the Mayor of San Francisco regarding the City of San Francisco’s Journey Home program.

DISCUSSION:

The United States Department of Housing and Urban Development, known as HUD, requires that Continuums of Care conduct a Point-in-Time (PIT) count of unsheltered people experiencing homelessness biannually.  The Humboldt Housing & Homelessness Coalition (HHHC), Humboldt’s Continuum of Care, conducted a PIT count in the early morning hours of January 23, 2024.  The County of Humboldt, through the Department of Health & Human Services (DHHS), is the administrative entity for the HHHC.  DHHS will present data from the 2024 PIT Count and share how HUD and the State uses PIT Count data to inform funding decisions.  DHHS will also be providing other housing updates to inform your Board on housing funding, permanent supportive housing units, and services to persons experiencing homelessness.

 

Recent news articles about the City of San Francisco’s Journey Home Program indicate that Humboldt County is the among the top three destinations in the state where people experiencing homelessness in San Francisco were sent by the program. The Board may wish to send a letter to the Mayor of San Francisco requesting additional information on the Journey Home program.

FINANCIAL IMPACT:

There is no funding impact to this presentation or to sending a letter other than staff time to prepare and deliver the presentation and letter. All funding received from the State for projects related to homelessness come before the Board, and the financial impact is reflected on the agenda item. Housing funding resides within Fund 1160, which currently has a deficit, however the goods and services being paid for specifically out of Budget Unit 520 have not contributed to this deficit. The Housing Funding received is 100% funded with zero match requirement or in-kind match only.

 

STAFFING IMPACT:

There is no staffing impact to this presentation other than staff time to prepare and deliver the presentation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose to not receive the presentation. This option is not recommended, as the intent of the presentation of to assist your Board in being informed in areas related to the PIT Count and homelessness funding and activities.

 

Sending a letter to the Mayor of San Francisco regarding the Journey Home Program is at the Board’s discretion.
