Body
SOURCE OF FUNDING:
California Community Reinvestment Grant is funded by the cannabis excise and cultivation taxes imposed by Revenue and Taxation Code sections 34011 and 34012, respectively.
DISCUSSION:
In January of 2022, Department of Health and Human Services (DHHS) Employment and Training Division (ETD) applied for the California Community Reinvestment Grant (CalCRG). The grant is focused on communities disproportionately affected by past federal and state drug policies, also known as the War on Drugs (WoD). Funding will support the work rehabilitation for persons with a history of justice involvement through subsidized employment opportunities, job preparation assistance, intensified case management, and education.
On May 11, 2022, CalCRG awarded the County with the grant. The grant documents were sent electronically. The Director of DHHS, signed the award document, however after further review it was found that the document was the Grant Agreement. The request before your Board today is to ratify the Agreement and authorize the Director of DHHS to sign future agreements related to these funds.
FINANCIAL IMPACT:
The grant funds were not included in the proposed budget for fiscal year (FY) 2022/23 in Fund 1190, Budget Unit 597 Employment and Training Division. As the grant will be in the startup phase the initial year a supplemental budget will not be required at this time due to forecasted spending. A supplemental budget for FY 2022/23 will be evaluated at Mid-Year Review for FY 2022/23. The term of the grant is June 1, 2022 to May 31, 2025 in the amount of $450,000. Future expenditures for this grant will be included in budget proposals accordingly. There is no impact to the General Fund.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.
OTHER AGENCY INVOLVEMENT:
Board discretion
ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose to not ratify this Agreement; however, this would result in the loss of the grant funds and the services to our community and those effected by WoD.
