RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the application and attachments for the JAG Program Local Award 2022 (Attachments 1-4);
2. Approve and authorize the Chair to sign the Certifications and Assurances by the Chief Executive of the Applicant Government (Attachment 5); and
3. Direct the Clerk of the Board to return completed and signed copy of the Certifications and Assurances by the Chief of the Applicant Government (Attachment 5) to the Sheriff’s Office, Attention: Monika Fridley for submittal to funding agency.

DISCUSSION:
The Edward Byrne Memorial Justice Assistance Grant (JAG) program was authorized under 34 U.S.C. §§ 10151 - 10158 to provide funding to state and local jurisdictions. Some of the program’s focus areas are law enforcement, prosecution, indigent defense, courts, crime prevention and education, and corrections and community corrections. This funding is offered through annual solicitations. The Humboldt County Sheriff’s Office (HCSO) has been awarded JAG funding under different programs for many years. The 2018 grant cycle was the first time the Sheriff’s Office applied for and received funding under the Local Solicitation.
HCSO has applied for the JAG Program Local Award 2022 in the amount of $21,420 to be used on lease of Automatic License Plate Readers (ALPR) with a onetime professional service engagement for a site and safety assessment, camera set up, and testing of the equipment and software. ALPR camera systems have helped law enforcement agencies that employ them with up to a 70% reduction of violent crimes. The ALPRs also assist by notifying law enforcement with AMBER and Silver alerts, as well as send real time alerts when a stolen vehicle or known wanted suspect from a state or national crime database enters a jurisdiction.
HCSO has received a preliminary award notice pending completion of the attached Certifications and Assurances signed by the Chief Executive of the Applicant Government.
FINANCIAL IMPACT:
The lease price for the ALPRs including the one-time professional service engagement will be approximately $21,420. The Byrne JAG Program Local Award 2022 allocation for Humboldt County is $21,420. There is no match requirement in this solicitation and will not require any additional funds.
HCSO did not anticipate these funds in the Fiscal Year (FY) 2022-23 budget, therefore, once the Certifications and Assurances have been submitted to the grantor and award confirmed, HCSO will return to your Board for approval of a supplemental budget and resolution necessary to finalize acceptance of the grant.

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs , building interjurisdictional and regional cooperation, and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Should the Board deny this request to sign the document, then HCSO is unable to complete acceptance of the Byrne JAG Local grant funds and would have to pursue other funding options or abandon moving forward with this needed prevention and crime reduction tool.
