RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept a donation of $4,000 from the AAA for the Child Passenger Safety Donation Program;

2.                     Authorize the DHHS - Public Health Director, or a designee thereof, to sign the AAA Child Passenger Safety (CPS) Donation Program Award Letter (Attachment 1);

3.                     Authorize the DHHS - Public Health Director, or a designee thereof, to accept and sign all subsequent donations from AAA, reporting donations of $200 or more to the Board as required by county policy;

4.                     Approve the attached supplemental budget (Attachment 2) in the amount of $4,000 for FY 2024-25 for DHHS - Public Health CPS Program (1175420001) (4/5 Vote Required); and

5.                     Direct the Clerk of the Board to return one certified copy of the Board Order relating to this item to DHHS - Public Health.

DISCUSSION:

Since 2003, the County of Humboldt DHHS - Public Health Maternal Child and Adolescent Health’s (MCAH) CPS Program has distributed car seats to low-income families. The goal to reduce death and injuries to children from birth to twelve years of age by increasing the awareness and correct use of car seats and booster seats is achieved through education on California laws, best practices when choosing the correct car seat and/or booster seat for the child’s height, weight and age and on proper installation in vehicles. Parents and caregivers are educated on the proper use and installation of the child safety seats. The knowledge gained from the CPS education is meant to empower parents and caregivers to use a properly installed appropriate child safety seat for their child.

 

The AAA donation to CPS allows for the purchase of approximately 50 car seats. The car seats vary according to the age, height, and weight of the child. A convertible child car seat, designed for rear-facing and forward-facing use, provides safety and adjustability to grow with the younger child. Booster car seats accommodate children who no longer fit the convertible seat requirements. The convertible car seat cost is $73.40 per unit. The booster seat costs $37.20 each. The CPS Program has a county-wide CPS coalition made up of certified technicians. These technicians provide education and installation guidance to expectant parents, teens and families in classrooms and at car seat check-up events. 

 

If accepted, this donation will allow the Child Passenger Safety Program to continue to disseminate these safety equipment items at no-cost for the benefit of the County of Humboldt children up to age 18 who are from low-income families.

Narrative Explanation of Financial Impact:

The AAA CPS Donation will allow DHHS - Public Health to be reimburse $4,000 for FY 2024-25 in Public Health CPS Program (1175420001). This was not included in the proposed county budget for FY 2024-25 and requires approval of the attached supplemental budget.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to accept the donation, however, that is not recommended as it would negatively impact the number of car seats that can be provided for low-income families.
