STRATEGIC PLAN:

This action supports the following areas of your Board’s Strategic Plan.

Area of Focus:  Safe & Healthy Communities

Strategic Plan Category:  1001 -Support and sustain partnerships between public safety and partner agencies to enhance public safety in our communities

DISCUSSION:

Pursuant to Welfare and Institutions Code §749.22, the county is required to establish a multi-agency juvenile justice coordinating council (MAJJCC), whose purpose is to develop a comprehensive juvenile justice plan for the county. This plan informs the Probation Department in how to spend monies received from the state through Juvenile Justice Crime Prevention Act (JJCPA) and the Youthful Offender Block Grant (YOBG).

MAJJCC was formed in the late 1990s and has been meeting quarterly ever since. By statute the MAJJCC shall, at minimum, include: the Chief Probation Officer (as Chair), and a representative each from the District Attorney’s Office, the Public Defender’s Office, the Sheriff’s Office, the Board of Supervisors, Social Services, Mental Health, a community-based drug and alcohol program, a city police department, the county office of education or a school district, and an at-large community member. In addition, the council shall also include representatives from non-profit, community-based organizations providing service to minors.

The statute states that the Board of Supervisors shall be informed of the community-based organizations participating in the council; however, the local by-laws for MAJJCC declare that the Board shall approve membership in the council by a majority vote. Therefore, staff recommends the Board approve the following list of appointments to the MAJJCC:

Chief Probation Officer: Coral Sanders

District Attorney: Stacey Eads

Public Defender: Luke Brownfield

Sheriff: William Honsal

Board of Supervisors: Mike Wilson

Mental Health/Social Services: Emi Botzler-Rodgers

Eureka Police Department: Brian Stephens

Humboldt County Office of Education: Lex Rohn

Community Member: Steven Schaening

Boys and Girls Club: Raven Majors

Project Rebound: Mark Taylor

Superior Court: Judge Kelly Neel

Community-based Drug and Alcohol Program: Vacant

Members of the committee may direct designees to attend committee meetings on their behalf.
