That the Board of Supervisors:

 

1.                     Consider making the at-large and alternate appointments to the Humboldt County Assessment Appeals Board.

DISCUSSION:

At the Jan. 9, 2024, Board of Supervisors meeting, the Board was notified that there was an at-large vacancy and two alternate vacancies on the Humboldt County Assessment Appeals Board due to the term expirations of Richard Phillis and Julie Porteous. The vacancies were posted, and applications were accepted. 

 

Both Richard Phillis and Julie Porteous are asking for the Board to reappoint them for an additional three-year term with an end date of Feb. 6, 2027. 

 

Richard Phillis would serve as the voting member and Julie Porteous would serve as an alternate. Both Richard and Julie have been certified by the Board of Equalization as qualified members to serve through required training upon their initial appointments. 

 

There are no other applications to consider currently.

 

All appointed members will be required to comply with the California Fair Political Practices Form 700 requirements as well as completing AB1234 Ethics training every two years.

 

 

 

FINANCIAL IMPACT:

There is minimal financial impact to appoint a member to this board. Members of the Assessment Appeals Board do receive a stipend and travel reimbursements, and these expenses are budgeted in the Board of Supervisors approved budget each fiscal year.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could postpone the appointments to a new date certain if desired but that is not recommended.  This Board meets regularly, and members are needed to meet the quorum.
