1. Authorize the Clerk-Recorder, Registrar of Voters to execute the necessary documents and Agreement No. 23G27112 to receive HAVA federal funding (4/5 vote required)

DISCUSSION:
Help America Vote Act (HAVA) federal funding administered by the U.S. Election Assistance Commission (EAC) is to assist the Humboldt County Office of Elections by way of reimbursement “for activities to improve the administration of elections for Federal office, including to enhance election technology and make election security improvements, as authorized under sections 101, 103, 104 of HAVA” subject to the provisions of Agreement No. 23G27112 and all requirements of state and federal law, regulations and procedures. The Office of Elections proposes to use this funding to enhance cybersecurity, related improvements to physical security, and potentially training on security and privacy awareness as outlined in Agreement No. 23G27112.

FINANCIAL IMPACT:
The HAVA federal funding in the amount of $135,000 administered by the U.S. Election Assistance Commission assists the Humboldt County Office of Elections to enhance election technology and make election security improvements. Agreement No. 23G27112 indicates that upon receipt and approval of invoices the state agrees to compensate Humboldt County. This funding will go to the General Fund but may only be used for the purposes specified.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the execution of the agreement and the funding will be lost. However, this is not recommended as the Humboldt County Office of Elections would miss the opportunity to utilize HAVA grant funding for the benefit of Humboldt County voters.
