RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and approve the attached Addendum for the ACV Parking Lot Rehabilitation Project;

2.                     Direct the Department of Aviation to issue and post the attached Addendum to the County of Humboldt Purchasing website, the Humboldt County Department of Aviation website, and to all Plan Set Holders; and

3.                     Further direct the Department of Aviation to keep the attached Addendum on file in the office of the Humboldt County Department of Aviation Administration Office located at 3561 Boeing Avenue, McKinleyville, California 95519.

DISCUSSION:

On May 16, 2023, your Board approved the bid authorization for the California Redwood Coast-Humboldt County Airport (ACV) Parking Lot Rehabilitation Project.  During that meeting, staff indicated that there were potential changes needed to the plan set to ensure compliance with ADA requirements, but due to the tight Federal Aviation Administration (FAA) bid timeline, any potential changes would need to be incorporated in an addendum to the project.

 

The Humboldt County ADA Team, the Humboldt County Department of Aviation Team, and our airport engineering consultants, Armstrong Consultants, have met multiple times over the past week to incorporate important design details to ensure compliance with the current ADA requirements. Additionally, modifications to the language in the Project Specifications would require that the construction of ADA related infrastructure meets ADA requirements upon inspection.  Should any ADA element not pass inspection, it will be reconstructed at the sole expense of the contractor. 

 

If approved, the attached addendum addresses specific design changes as follows:

                     One of the ADA parking space access aisle locations has been relocated;

                     The sidewalk width has been increased by 1 foot;

                     Addressing the abutment, and associated truncated dome layouts for access aisles, of the sidewalk and parking lot surfaces;

                     Multiple minor drawing details regarding ADA markings and signage;

                     Highlighting ADA parking space requirement percentages are above and beyond minimal requirements for both standard ADA parking spaces, as well as those that will have EV charging capabilities.

 

 

FINANCIAL IMPACT:

The engineering estimate for the Parking Lot Rehabilitation Project is $4.5 million.  The addendum is not expected to significantly impact the overall cost of the project (>2%).  The Department of Aviation has been working closely with the FAA to complete planning steps which will allow Humboldt County to apply for, and be in contention to receive, reimbursement for 100% of the project costs.  Therefore, there is no anticipated impact to the General Fund for this project.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the recommendation to approve the addendum to the ACV Parking Lot Rehabilitation Project.  However, if the changes incorporated to address ADA requirements are not included, the County would be at risk of non-compliance with ADA standards for the parking lot infrastructure during future inspections.  This would likely lead to significant costs, borne solely by the County, to address changes that would need to be incorporated for ADA compliance at that time.
