RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and ratify Correctional Lieutenant Chelsey Camilli’s signature to accept the CalAim Path 4 Grant for the Sheriff’s Office in the amount of $300,000 (Attachment 1), such authorization shall be retroactive to April 23, 2026; and

2.                     Approve and ratify the Chief Probation Officer Coral Sanders’ signature to accept the CalAim Path 4 Grant for Probation in the amount of $300,000 (Attachment 2), such authorization shall be retroactive to April 23, 2026; and

3.                     Authorize the Chair of the Board, Sheriff, Correctional Captain, Correctional Lieutenant, and Deputy Director of Financial and Support Services to execute all other certifications, assurances, or documents required by the California Department of Health Care Services (DHCS) that are necessary for the acceptance and management of the Sheriff’s Office CalAim Path 4 Grant; and

4.                     Authorize the Chair of the Board and Chief Probation Officer to execute all other certifications, assurances, or documents required by the DHCS that are necessary for the acceptance and management of Probation’s CalAim Path 4 Grant.

DISCUSSION:

The Sheriff’s Office and Probation are collaborating to implement the Justice-Involved (JI) CalAIM mandate in their facilities.  The CalAIM mandate is designed to provide pre-release Medi-Cal services to individuals up to 90 days prior to release. This will involve signing up eligible persons for Medi-Cal services as soon as practical upon coming into custody. As incarcerated persons are approaching release, a pre-release care plan will also need to be developed to be referred to community enhanced care managers to establish sound continuity of care practices.

 

On Dec. 9, 2025, your Board approved the allocation of 3.0 Full-Time Equivalent (FTE) positions to manage and perform the work needed to fulfill the state mandate with CalAim Path 3 Grant funding. At that time the Sheriff’s Office and Probation had both applied for additional funding for these positions through the CalAim Path 4 Grant. Both departments have been awarded $300,000 for a total of $600,000 to help pay for these positions while the program is being implemented with the intent of the program revenue covering the positions once grant funds are exhausted.

 

These agreements are before your Board for ratification due to the timing of receipt of the agreement from the Department of Health Care Services.

FINANCIAL IMPACT:

The funds awarded for the Sheriff’s Office and Probation will be used to help cover salaries for the 1.0 FTE Program Manager and 2.0 FTE Program Coordinators once Path 3 funding is exhausted.  Between the two awards there is $600,000 available to help cover the cost of the 3.0 FTEs in budget unit 1100-490 - Medical Care that are dedicated to implementing and managing the program. 

 

STAFFING IMPACT:

There is no impact to staffing. The 3.0 FTEs were already allocated with CalAim Path 3 Grant funding and will continue under CalAim Path 4 Grant funding.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The board may decline these awards, however that is not recommended as essential funding to help implement Medi-Cal justice-involved re-entry services would be lost and the county would have to find other funding sources to implement these mandated services.
