Recommendation

That the Board of Supervisors:

1.                     Approve the employment of Judith Hedgpeth as a temporary retired annuitant Administrative Analyst II - Humboldt County Office of Elections, (class 0626, salary range 435, step E);

DISCUSSION:

Judith Hedgpeth, Elections Manager, retired from county employment on April 1, 2022 with 14 years of experience working with the Office of Elections.  The Office of Elections is down two full time staff positions, and Ms. Hedgpeth has agreed to return in an extra help capacity to assist the Office of Elections with redistricting of cities, school, and special districts in preparation for the November 8, 2022 General Election, as well as assist with preparations for the June 7, 2022 Primary Election.

 

Government Code section 7522.56 requires that Ms. Hedgpeth’s post-retirement employment commence no earlier than 180 days after her retirement day, which is September 28, 2022, unless your Board, in a full public meeting, certifies the nature of the employment that the appointment is necessary to fill a critically needed position before the 180 days have passed.  Accordingly, the Office of Elections is seeking your Board’s approval of Ms. Hedgpeth as a temporary retired annuitant Administrative Analyst II and the adoption of the attached Resolution.

 

FINANCIAL IMPACT:

Upon approval, the extra-help assignment for Ms. Hedgpeth will be funded through Fund 1100140.  There is currently salary savings to cover this expense due to vacant positions within the Office of Elections.

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service and investing in county employees.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board may elect not to approve this resolution waiving the 180-day wait period to enable the Office of Elections to hire Ms. Hedgpeth back as extra help within fiscal year 2021-22, however this is not recommended.  Without Ms. Hedgpeth’s assistance a great deal of institutional knowledge will be lost, and the Office of Elections will experience reduced efficiencies and less-than optimal levels of service.
