DISCUSSION:
On March 25, 2025, your Board requested an update on the number of Department of Cannabis Control (DCC) and Project Trellis grant recipients who owe Measure S taxes and whether they are on a payment plan. Staff compiled data from Planning and Building, Treasurer-Tax Collector and County Administrative Office - Economic Development Department, which can be seen in Attachment 1 and summarized in the tables below.
There are 90 projects in total that received either a DCC water, DCC energy or Trellis grant and owe Measure S taxes, 29 of which have a project status in Accela that reflects closed, withdrawn, suspension or some other pre-approved status other than post-approval monitoring. The amount of money granted through Tellis was not available, so the numbers in Attachment 1 and summarized below are only from the DCC grants.

Further details concerning individual grant recipients can be found on the List of Grant Recipients Owing Measure S Taxes (Attachment 1).
There were 275 DCC grant recipients and 44 of these owe Measure S taxes which means 16% of the DCC grant recipients owe Measure S taxes. On a more positive note, of the 275 Water Storage and Renewable Energy Grantees with DCC Provisional Licenses upon applying for the Grant, 202 of them transitioned to DCC Annual Licenses. That equates to a 73% success rate by the county.
