RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution (Attachment 1) authorizing the Director of the Department of Public Works, or their designee, to execute a Restricted Grant Agreement with the California Department of Transportation (Caltrans) for the Humboldt County Free Waste Disposal Voucher Program (Attachment 2);

2.                     Grant a waiver from the provisions of the Nuclear Free Ordinance (4/5th vote required);

3.                     Approve the attached supplemental budget (Attachment 3) in the amount of $60,000 for the Public Works Solid Waste Division for the Clean California Program (4/5 vote required); and

4.                     Direct the Clerk of the Board to provide a fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to Caltrans.

DISCUSSION:

The Clean California Local Grant Program, managed by Caltrans, has a history of supporting local governments in litter reduction and beautification projects. The adoption of this resolution will empower the Department of Public Works to effectively engage in the Caltrans Clean California Local Grant Program. The Director of Public Works or their designee will be authorized to handle all aspects of the grant, including the application, acceptance, and administration of funding.

Humboldt County's involvement in this program, specifically through the Free Waste Disposal Voucher initiative, represents a strategic move to enhance environmental stewardship in the county.

 

This program will benefit the entire Humboldt County community, both in terms of environmental impact and the promotion of civic responsibility regarding waste disposal and community cleanliness. Successful implementation will lead to a cleaner, more attractive county, fostering a sense of pride among residents. Additionally, it also encourages responsible waste disposal practices, contributing to broader environmental conservation efforts.

As a new initiative under the Caltrans Clean California Local Grant Program, this agreement adheres to the legal requirements set forth by the state for such grants. 3. Effective Utilization of Funds:  Allocate the Caltrans grant judiciously to cover essential aspects of the program, such as voucher creation and distribution, promotional activities, and necessary administrative support. Adhere strictly to budgetary guidelines to ensure fiscal responsibility.

 

4. Monitoring and Evaluation: Implement a robust monitoring system to track the program's progress, measure its impact on litter reduction and community involvement, and identify areas for improvement. A Summary report will be presented to stakeholders, including Caltrans.

Explore opportunities for future funding, partnerships, and community-led initiatives to maintain momentum in litter reduction and environmental stewardship efforts.

A waiver is requested from the requirements of the Humboldt County Nuclear-Free Ordinance as the State will not conform their standard agreements to meet the requirements of local ordinances.

Narrative Explanation of Financial Impact:

The proposed agreement with Caltrans under the Clean California Local Grant Program includes a financial provision of maximum of $60,000 allocated specifically for the implementation of the Humboldt County Free Waste Disposal Voucher Program.

 

The requested supplemental budget will increase the Board-adopted revenue and expense budget for Public Works Solid Waste (3691-438) for FY 2023-24.  There is no impact to the General Fund.

The Board may choose not to Adopt the attached resolution authorizing the Director of the Department of Public Works, or their delegate, to formalize a Restricted Grant Agreement with Caltrans for the Humboldt County Free Waste Disposal Voucher Program within the Clean California Program. However, it is important to note that declining this opportunity may result in missed advantages. The grant from Caltrans is pivotal for enabling the Department of Public Works to implement the program effectively, which is designed to facilitate the distribution of waste disposal vouchers across the county. This initiative is not only crucial for promoting environmental cleanliness but also plays a significant role in enhancing the overall aesthetic and health of local communities. Therefore, while the alternative exists, it is not the recommended course of action due to the potential benefits of the program.
