RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with California Mental Health Services Authority regarding Humboldt County Department of Health and Human Services - Behavioral Health’s participation in the North Valley Suicide Prevention Hotline Program for the period of July 1, 2022 through June 30, 2023;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to approve any and all subsequent extensions, modifications and amendments to the attached participation agreement with California Mental Health Services Authority after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with a fully executed certified copy of the Board Order related to this item.

DISCUSSION:
The North Valley Suicide Prevention Hotline Program (“NVSPH Program”) will be administered by the California Mental Health Services Authority (“CalMHSA”) on behalf of participating counties. As part of the NVSPH Program, CalMHSA will oversee and manage the operation of a suicide prevention hotline accredited by the American Association of Suicidology that will answer calls through participation in the National Suicide Prevention Lifeline. Based on participant interest, additional activities, including, without limitation, participation in the statewide Common Metrics program and expansion of the hotline’s ability to answer calls in other languages, may be added to the NVSPH Program.
The attached participation agreement with CalMHSA will allow Humboldt County residents to access a suicide prevention hotline and website and other suicide prevention and early intervention services that may be provided through the NVSPH Program. It should be noted that the attached participation agreement with CalMHSA comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, the Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) recommends that the Board of Supervisors approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s participation in the NVSPH Program for the period of July 1, 2022 through June 30, 2023. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to approve any and all subsequent extensions, modifications and amendments to the attached participation agreement with CalMHSA, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued participation in the NVSPH Program.
FINANCIAL IMPACT:
The attached participation agreement with CalMHSA has a maximum amount payable of Seventeen Thousand Nine Hundred and Eighty-Six Dollars and Thirty-Two Cents ($17,986.32) for the period of July 1, 2022 through June 30, 2023. Expenditure appropriations related to the attached participation agreement with CalMHSA have been included in the approved fiscal year 2022-2023 budget for DHHS - Behavioral Health budget unit 1170-477. Funding for the attached participation agreement with CalMHSA is available through Mental Health Services Act revenues received by DHHS - Behavioral Health. As a result, approval of the attached participation agreement with CalMHSA will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s participation in the NVSPH Program. However, this alternative is not recommended since it would limit the ability of Humboldt County residents to access an accredited suicide prevention hotline and other suicide prevention and early intervention services that may be provided through the NVSPH Program.
