That the Board of Supervisors:
1. Authorize the purchase of one (1) used railcar bridge from Pacific Rail Services; and
2. Approve the attached budget transfer for budget unit 716 (4/5 Vote Required).

DISCUSSION:
The Humboldt County Department of Public Works through its Environmental Services Division (“Public Works”) requests authorization to purchase one used railcar bridge for installation within the McKay Community Forest. The bridge would be 89 feet long and would provide a permanent crossing of Ryan Creek to enable vehicular access for timber operations, trail construction, maintenance, patrols, and emergency response. The bridge would link the central portion of the community forest with the main haul road (the “R Line”) which is situated primarily on property owned by Green Diamond and connects to Harris Street. The total quoted sales price from Pacific Rail Services including delivery and sales tax is $37,960. A significant portion of the total cost is the cost of delivery ($3,000). This vendor (located in Durham, California, near Chico) is the closest known business with available used railcar bridges that would meet the county’s needs. Other potential vendors are located in Oregon, Sacramento, and southern California. Due to the anticipated higher delivery costs from businesses located further away, Public Works did not solicit multiple cost proposals. The quoted price is comparable to similar bridges Public Works has purchased in the past. Public Works recommends that the Board of Supervisors approve the purchase of a used railcar bridge from Pacific Rail Services.

Narrative Explanation of Financial Impact:
The total cost to purchase the used railcar bridge is $37,960. The attached budget transfer would create a fixed asset line and transfer funds from Professional & Special Services (1710716-2118) to this asset line. The approved budget for budget unit 716 for fiscal year 2022-23 has sufficient funds for this purchase. As a result, the recommended action will have no impact on the General Fund.
