RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the proposal submitted in response to Request for Proposals No. DHHS2022-06 regarding the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant Program;

2.                     Approve the selection of Feather House Sober Living, LLC as the organization to provide certain low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant Program;

3.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Feather House Sober Living, LLC regarding the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant Program for the period of January 1, 2023 through June 30, 2024;

4.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all amendments to the attached professional services agreement with Feather House Sober Living, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

5.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Feather House Sober Living, LLC to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Substance Abuse Block Grant Program is a noncompetitive grant program administered by the Substance Abuse and Mental Health Services Administration. The objective of the Substance Abuse Block Grant Program is to plan, implement and evaluate activities that prevent and treat substance abuse.  The California Department of Health Care Services acts as a pass-through agency to provide Substance Abuse Block Grant Program funding to local non-federal governments to provide substance use disorder services directly or by contracting with local treatment providers. 

 

On July 15, 2022, the California Department of Health Care Services  approved the County of Humboldt’s biennial Substance Abuse Block Grant application for fiscal years 2022-2023 through 2023-2024, which included the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment services.

 

On October 7, 2022, the Humboldt County Department of Health and Human Services  - Behavioral Health (“DHHS - Behavioral Health”) issued Request for Proposal (“RFP”) No. DHHS2022-06 for the provision of certain low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant Program.

 

Feather House Sober Living, LLC submitted the one proposal that DHHS - Behavioral Health received in response to RFP No. DHHS2022-06.  After reviewing and evaluating the proposal in accordance with the applicable evaluation and selection criteria, the RFP evaluation committee decided to select Feather House Sober Living, LLC as the organization to housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant program.

 

The attached professional services agreement with Feather House Sober Living, LLC will allow for the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant Program for the period of January 1, 2023 through June 30, 2024.  It should be noted that the attached professional services agreement with Feather House Sober Living, LLC comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process. 

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve authorize the Chair of the Board to execute, the attached professional services agreement with Feather House Sober Living, LLC regarding the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant Program for the period of January 1, 2023 through June 30, 2024.  It also recommended that the Board authorize DHHS - Behavioral Health Director, or a designee thereof, to execute any and all amendments to the attached professional services agreement with Feather House Sober Living, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to prevent any unnecessary delays in the provision of needed housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment.

The attached professional services agreement with Feather House Sober Living, LLC has a maximum amount payable of One Hundred Ninety-One Thousand Eight Hundred Dollars ($191,800.00) for the period July 1, 2023 and June 30, 2024.  In no event shall the maximum amount paid under the attached professional services agreement with Feather House Sober Living, LLC exceed Sixty-Four Thousand Fifty Dollars ($64,050.00) for fiscal year 2022-2023 and One Hundred Twenty-Seven Thousand Seven Hundred Fifty Dollars ($127,750.00) for fiscal year 2023-2024.  However, in the event local, state or federal funding or allowance rates are reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Feather House Sober Living, LLC in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Feather House have been included in the approved fiscal year 2022-2023, and proposed fiscal year 2023-2024, budgets for DHHS - Behavioral Health budget unit 1180-425. Funding for the attached professional services agreement with Feather House Sober Living, LLC is available through the Substance Abuse Block Grant Program.  As a result, approval of the attached professional services agreement with Feather House Sober Living, LLC will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached professional services agreement with Feather House Sober Living, LLC will not impact current staffing levels.  

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Feather House Sober Living, LLC regarding the provision of low barrier social model housing and supportive services to eligible Medi-Cal beneficiaries who are receiving outpatient substance use disorder treatment as part of the Substance Abuse Block Grant Program. However, this alternative is not recommended as it will not allow for the provision of needed services to underserved populations throughout Humboldt County.
