RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Consultant Evaluation Sheet for Request for Qualifications No. DPW2024-002;

2.                     Approve, and authorize Chair of the Board to execute, the attached consultant services agreement with HDR Architecture, Inc. regarding provision of architecture and engineering services in the amount of $1,499,470 for the period of May 28, 2024, through June 30, 2027;

3.                     Authorize the Public Works Director, or a designee thereof, to execute any and all subsequent amendments to the attached consultant services agreement with HDR Architecture, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached consultant services agreement with ORW Architecture, Inc. to the Department of Public Works for further processing.

DISCUSSION:

On Feb. 27, 2024 your Board authorized Public Works to issue the Request for Qualifications (RFQ) No. DPW2024-002 Regarding the Provision of Architecture and

Engineering Services for the Public Health Laboratory Replacement Project, #170256

 

Upon receipt of proposals in response to this project-specific RFQ, the selection committee reviewed the proposals and ranked them utilizing criteria set to assess each consultant’s qualifications and experience with relevant projects.  The attached Consultant Evaluation Sheet lists the results of the evaluation.  HDR Architecture, Inc. was determined to be the most qualified to provide the needed services.  Following this determination, Public Works entered into the contract development phase of the RFQ process to ensure that the scope and fee for the proposed project is accurate and appropriate.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the results of RFQ No. DPW2024-002, and approve, and authorize the Chair to execute the attached consultant services agreement with HDR Architecture, Inc. regarding the provision of architecture and engineering services for the period of May 28, 2024 through June 30, 2027. Staff also recommends that the Board authorize the Public Works Director to execute any and all subsequent amendments to the attached consultant services agreement with HDR Architecture, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed architecture and engineering services.

Narrative Explanation of Financial Impact:

The attached consultant services agreement with HDR Architecture, Inc. has a total amount payable of $1,499,470 for the period of May 28, 2024, through June 30, 2027.

 

Grant funding has been received by the county which is providing the initial funding for design of the project and a portion of construction, while additional funding avenues are being pursued for the remainder of projected construction costs. The design and preconstruction portions of this project are funded by a grant from the California Department of Public Health ELC AMD Grant in the Public Health Fund 1175-435001 LAB AMD Grant.

 

DHHS is proceeding with the design phase of this project in order to have a “shovel-ready” project to enhance funding opportunities. This may require a pause at the completion of the construction documents phase to allow for securing additional funding for construction. The initial construction budget for this project has been estimated to be approximately $10,500,000 based on the likely square footage, initial cost per square foot, other site-specific factors, and escalation to bid and to midpoint of construction. Due to the current economic climate, this estimated figure will be adjusted during the course of design. Cost estimating shall be performed by the Design Team at each phase of the project.

 

Expenditure appropriations related to the attached agreement has been included in the adopted fiscal year 2023-24 budget and the proposed fiscal year 2024-25 budget for the Public Health Laboratory Expansion 1175435001-8184. As a result, approval of the agreement with HDR Architecture Inc. will not impact the General Fund.

No impact to existing staff currently assigned to this project is anticipated.

California Department of Public Health, Centers for Disease Control

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve the agreement or allow the Chair to sign such agreements. However, this alternative is not recommended as it will delay the design and construction of the project.
