RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute the attached implementation agreement and release regarding the Too Small to Fail Pilot Project;
2. Approve, and authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached implementation agreement and/or Release, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached implementation agreement and release to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The California Department of Social Services and Too Small to Fail, the early childhood education initiative of the Clinton Foundation, are partnering to deepen the support for families with young children in California through implementation of the Too Small to Fail Pilot Project. The Too Small to Fail Pilot Project will focus on transforming the waiting areas of welfare department offices into welcoming, language-rich environments for children and their caregivers. Pursuant to the terms and conditions of the attached implementation agreement, the lobby areas at 929 Koster Street, Building A, Eureka, California and The Center at McKinleyville will receive Family Read, Play and Learn kits and customers will be provided with tote bags filled with high quality learning resources, including, without limitation, children’s books, tip sheets and a mealtime placemat.
As part of the Too Small to Fail Pilot Project, Humboldt County Department of Health and Human Services - Social Services (DHHS - Social Services) will: dedicate waiting room space for the installation of children’s furniture, books and activities; accommodate two observational site visits from Public Profit, an Alameda County evaluation firm; allow Public Profit to administer visitor surveys; and arrange for staff interviews about the impact of the pilot project on the clients served and their suggestions for future endeavors.
FINANCIAL IMPACT:
There are no direct costs associated with implementation of the Too Small to Fail Pilot Project in Humboldt County. As a result, approval of the attached implementation agreement will not result in a request for allocation from the Humboldt County General Fund.
STAFFING IMPACT:
Approval of the attached implementation agreement will not impact current staffing levels.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by fostering transparent, accessible, welcoming and user-friendly services.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached implementation agreement and release regarding the Too Small to Fail Pilot Project. However, this alternative is not recommended as this action would not allow DHHS - Social Services to participate in the Too Small to Fail Pilot Project.
