RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Aspire Change - KLJ Training & Consulting regarding the provision of consultation services pertaining to implementation of the Humboldt Practice Model in an amount not to exceed $123,500 for the period of July 1, 2020 through June 30, 2021;

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Aspire Change - KLJ Training & Consulting, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Aspire Change - KLJ Training & Consulting to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt Practice Model (HPM) is a set of values, practices and core elements that guide the Department of Health and Human Services’ (DHHS) work and interactions with community members, colleagues, customers, clients, patients and co-workers. DHHS is extending integration of the HPM from its child welfare services origins into all DHHS branches which will allow DHHS leadership to utilize the HPM to guide decisions and actions. This work of changing agency culture and organizational practice through HPM implementation addresses many issues brought up in the 2015 Wendi Brown Creative Partners Transition Organizational Assessment Study.

 

Karen Lofts-Jarboe, president of Aspire Change - KLJ Training & Consulting, has over 30 years of experience as a practitioner, supervisor, manager, trainer, coach and consultant in child welfare and related fields. Ms. Lofts-Jarboe has extensive experience in program and practice implementation, inter -agency collaboration and working with child welfare organizations, community and tribal partners and the Courts on system improvements.

 

Aspire Change - KLJ Training & Consulting first began working with DHHS regarding implementation of the HPM in June 2016. The consultation services provided by Ms. Lofts-Jarboe over the last 4 years has resulted in the DHHS executive leadership team regularly incorporating the HPM into their daily work with staff. Ms. Lofts-Jarboe’s training and coaching have been and are invaluable tools critical to sustained success in continuing implementation and incorporation of the HPM throughout DHHS.  The attached professional services agreement will allow Aspire Change - KLJ Training & Consulting to continue providing consultation services regarding implementation of the HPM and the integrated interventions related thereto for the period of July 1, 2020 through June 30, 2021.

 

Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Aspire Change - KLJ Training & Consulting regarding the provision of consultation services pertaining to implementation of the HPM for the period of July 1, 2020 through June 30, 2021.  It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Aspire Change - KLJ Training & Consulting, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed consultation services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Aspire Change - KLJ Training & Consulting has a maximum amount payable of $123,500 for the period of July 1, 2020 through June 30, 2021.  However, in the event local, state or federal funding is reduced or eliminated the County of Humboldt may reduce the maximum amount payable or terminate the attached professional services agreement with Aspire Change - KLG Training & Consulting in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Aspire Change - KLJ Training & Consulting have been included in the proposed fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160-508. Funding for the attached professional services agreement with Aspire Change - KLJ Training & Consulting is available through state realignment revenues received by DHHS.  As a result, approval of the attached professional services agreement with Aspire Change - KLJ Training & Consulting will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached professional services agreement with Aspire Change - KLJ Training & Consulting regarding the provision of consultation services pertaining to implementation of the HPM.  However, this alternative is not recommended since it would not allow DHHS to continue implementing the HPM in an effective and efficient manner.
