RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition regarding compliance with the Regionally Coordinated Homelessness Action Plan for the period of March 26, 2024, through June 30, 2028;

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On Sept. 29, 2023, the California Interagency Council on Homelessness announced the availability of $1 billion in noncompetitive block grant funds for the fifth round of the Homeless Housing, Assistance and Prevention (HHAP) Program. The fifth round of the HHAP Program was established “for the purpose of creating and implementing regionally coordinated plans that organize and deploy the full array of homelessness programs and resources comprehensively and effectively” and to “sustain existing federal, state and local investments towards long-term sustainability of housing and supportive services.” Allowable uses of the fifth round of HHAP Program funding include all of the following: permanent housing solutions; interim housing solutions; service coordination, including, without limitation, access to workforce, education, training programs and other services needed to promote housing stability in supportive housing; and systems support for activities necessary to create regional partnerships and maintain a homeless services and housing delivery system.

 

Pursuant to the HHAP Program allocation formula, which is based on the proportionate share of the state’s total homeless population as reflected by a point-in-time count of people experiencing homelessness, the California Interagency Council on Homelessness allocated $2,381,311.91 to the Humboldt Housing and Homelessness Coalition and $2,284,657.84 to the County of Humboldt. The Humboldt Housing and Homelessness Coalition designated the County of Humboldt as its Administrative Entity and authorized it to file a joint application for the fifth round of HHAP Program funding on its behalf for a combined allocation of $4,665,969.75.

 

Pursuant to California Health and Safety Code Section 50233(c), the County of Humboldt and the Humboldt Housing and Homelessness Coalition must submit a Regionally Coordinated Homelessness Action Plan that sets forth a strategic approach to addressing homelessness within Humboldt County in order to receive funding made available through the fifth round of the HHAP Program. In accordance with applicable HHAP Program requirements, the attached memorandum of understanding requires the County of Humboldt and the Humboldt Housing and Homelessness Coalition to work collaboratively to uphold, participate in and comply with the actions, roles and responsibilities set forth in the Regionally Coordinated Homelessness Action Plan.

 

Accordingly, the Department of Health and Human Services (DHHS) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition regarding compliance with the Regionally Coordinated Homelessness Action Plan for the period of March 26, 2024, through June 30, 2028. It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the receipt of HHAP Program funding.

Approval of the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition will allow the County of Humboldt to apply for the combined allocation of $4,665,969.75 in HHAP Program funding that will be used by DHHS - Social Services and various community organizations to support ongoing housing efforts in Humboldt County.

 

STAFFING IMPACT:

Approval of the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition will not impact current staffing levels.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached memorandum of understanding with the Humboldt Housing and Homelessness Coalition regarding compliance with the Regionally Coordinated Homelessness Action Plan.  However, this alternative is not recommended since it will not allow the County of Humboldt to receive Four Million Six Hundred Sixty-Five Thousand Nine Hundred Sixty-Nine Dollars and Seventy-Five Cents ($4,665,969.75) in HHAP Program funding that will be used to support ongoing housing efforts in Humboldt County.
