STRATEGIC PLAN:
This action supports the following areas of your Board’s Strategic Plan.
Area of Focus: Core Services/Other
Strategic Plan Category: 9999 - Core Services/Other
DISCUSSION:
Humboldt County Code Section 211-1 generally establishes regular Board meetings on Tuesdays at 9 a.m., except the fifth Tuesday of a month and permits the Board to dispense with a meeting for cause by order entered in its minutes. This proposed schedule retains the county holiday cancellations, conference considerations and a winter recess, while adjusting the summer recess and certain fifth Tuesdays to avoid extended periods without Board meetings.
The proposed calendar considers the NACo Legislative Conference (Feb. 20-23), CSAC Legislative Conference (May 12-13), NACo Western Interstate Region Conference (May 25-28), NACo Annual Conference (July 23-27), RCRC Annual Conference (Sept. 22-24) and CSAC Annual Meeting (Nov. 29-Dec. 3). The May 11 meeting is proposed to be cancelled in recognition of the CSAC Legislative Conference. The Pacific Offshore Wind Conference does not result in a proposed cancellation. The summer recess remains July 27 and Aug. 3, overlapping NACo Annual, with meetings resuming Aug. 10.
Conference attendance and Board availability
Although attendance at most conferences has historically been limited to one or two supervisors, scheduling meetings during major conferences may limit full Board participation in substantive discussions. The proposed conference-related cancellations balance these considerations with continuity of county business.
Fifth Tuesdays in 2027 fall on March 30, June 29, Aug. 31 and Nov. 30. March 30 and Nov. 30 are proposed as no-meeting dates. June 29 is proposed as a regular 9 a.m. Board meeting to support fiscal year-end close and avoid two consecutive weeks without meetings. Aug. 31 also remains a regular Board meeting to avoid an extended break associated with the Sept. 7 Labor Day-related cancellation and to allow for additional meetings required for the wrap up of year-end closing. Sept. 21 remains a regular meeting immediately before RCRC Annual, Sept. 22-24 as the required travel is a relatively short distance.
Oct. 11 is identified as Indigenous Peoples’ Day and All Hands Training Day; accordingly, Oct. 12 remains a no-meeting date. The proposed winter recess remains Dec. 21 and 28. With the New Year’s Day holiday observed Friday, Dec. 31, the first Tuesday of 2028 may proceed as a regular meeting.
New Employee Orientation (NEO)
The attached calendar identifies the NEO dates provided in the updated calendar reference. NEO dates are shown for planning purposes and do not change the proposed Board meeting schedule.
Budget development and Measure Z
The proposed calendar identifies tentative dates for the FY 2027-28 budget process, including the March 2 mid-year budget report, March 11 budget kickoff, April 12 departmental budget submissions, May 3 and 10 departmental budget presentations, June 8 proposed budget presentation, June 14 budget hearings and June 22 budget adoption. The annual county fee schedule is tentatively scheduled for Dec. 7. Measure Z Advisory Committee application reviews are tentatively scheduled for March 11, 18 and 25, with recommendations anticipated to come before the Board in April. These dates are included to facilitate Board and departmental planning and remain subject to change.

SOURCE OF FUNDING:
All county funds
FINANCIAL IMPACT:
Narrative Explanation of Financial Impact:
Adoption of the annual calendar is not expected to result in a direct new appropriation. The number and timing of meetings affect staff time devoted to agenda preparation, attendance and follow-up. Reduced meeting frequency may result in administrative efficiencies but can also affect the timing of contract approvals, appropriations and other Board actions.
STAFFING IMPACT:
Narrative Explanation of Staffing Impact:
The calendar supports advance scheduling by departments and the Clerk of the Board. Departments will need to plan agenda deadlines and time-sensitive approvals around cancelled days and extended recess periods.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may modify individual cancelled days or recess periods and direct staff to return with a revised calendar.
