DISCUSSION:
The Department of Health and Human Services - Mental Health (DHHS - Mental Health) is responsible for providing all necessary medication services to the County’s mental health facilities, including, without limitation, DHHS - Mental Health’s psychiatric health facility, crisis stabilization unit and medication support clinics, the Humboldt County Correctional Facility, the Humboldt County Regional Facility and the Humboldt County Juvenile Hall. As a result, DHHS - Mental Health has historically contracted with licensed pharmacies, including, without limitation, Cloney’s Pharmacy, Inc., to provide necessary medication delivery, inspection, replacement and destruction services.
The attached professional services agreement will allow Cloney’s Pharmacy, Inc. to continue to provide medication delivery, inspection, replacement and destruction services at DHHS - Mental Health’s psychiatric health facility for the period of July 1, 2019 through June 30, 2020. It should be noted that the attached professional services agreement with Cloney’s Pharmacy, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract negotiation process.
Accordingly, DHHS - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Cloney’s Pharmacy, Inc. regarding the provision of medication delivery, inspection, replacement and destruction services at DHHS - Mental Health’s psychiatric health facility for the period of July 1, 2019 through June 30, 2020. It is also recommended that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Cloney’s Pharmacy, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid unnecessary delays in the provision of needed medication services.
FINANCIAL IMPACT:
The attached professional services agreement with Cloney’s Pharmacy, Inc. has a maximum amount payable of $60,000 for the period of July 1, 2019 through June 30, 2020. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Cloney’s Pharmacy, Inc. in its entirety.
Expenditure appropriations related to the attached professional services agreement with Cloney’s Pharmacy, Inc. have been included in the approved fiscal year 2019-20 budgets for DHHS - Mental Health budget units 1170-495 and 1170-498. Funding for the attached professional services agreement with Cloney’s Pharmacy, Inc. is available through Medicaid financial participation, state realignment and Mental Health Services Act revenues received by DHHS - Mental Health. As a result, approval of the attached professional services agreement with Cloney’s Pharmacy, Inc. will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and ensuring continued opportunities for improved health and safety.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached professional services agreement with Cloney’s Pharmacy, Inc. regarding the provision of medication delivery, inspection, replacement and destruction services at DHHS - Mental Health’s psychiatric health facility. However, this alternative is not recommended since it will not allow DHHS - Mental Health to provide necessary medications to its clients as required by state law.
