RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Aspire Change - KLJ Training & Consulting for the provision of technical assistance and coaching for the period of July 1, 2018 through June 30, 2019, increasing the maximum amount payable from $110,500 to $124,500; and

2.                     Direct the Clerk of the Board to return the executed first amendment to the professional services agreement with Aspire Change - KLJ Training & Consulting to the Department of Health & Human Services - Contract Unit for further processing.

DISCUSSION:

On June 26, 2018 (Item C-10), the Department of Health & Human Services (DHHS) entered into an agreement with Aspire Change - KLJ Training & Consulting to provide technical assistance and coaching to strengthen the capacities of DHHS to organize, align and sustain key implementation infrastructure and processes within systems contexts to fully implement the Humboldt Practice Model (HPM), a set of values, practices and core elements that guide DHHS’ work and interactions with community members, colleagues, customers, clients, patients and co-workers.

 

DHHS continues to extend integration of HPM from its origins within Child Welfare Services into all DHHS branches, and DHHS leadership uses the HPM to guide decisions and actions. This work of changing agency culture and organizational practice through HPM implementation addresses many issues brought up in the 2015 Wendi Brown Creative Partners Transition Organizational Assessment Study.

 

Ms. Lofts-Jarboe of Aspire Change - KLJ Training & Consulting is directly coaching leadership staff and various teams in Public Health, Mental Health, Social Services, and Administration. Her training and coaching have proved to be invaluable tools critical to sustained success in continuing implementation and incorporation of the HPM throughout DHHS.The professional services agreement executed on June 26, 2018 allowed for Ms. Lofts-Jarboe to work with DHHS a maximum of 130 days.  In order to continue to have all branches fully utilize the needed technical assistance and coaching of Ms. Lofts-Jarboe, the amendment asks for a 13% increase in the professional services agreement in order to have an additional 17 days of service.   

 

Ms. Lofts-Jarboe began work with DHHS in June 2016 when Aspire Change - KLJ Training & Consulting executed its first agreement with DHHS for fiscal year (FY) 2016-17.  Aspire Change - KLJ Training & Consulting continued with a second agreement FY 2017-18 and a third agreement for FY 2018-19. Training and coaching provided by Ms. Lofts-Jarboe over the last 3 years has been effective and the DHHS leadership team regularly incorporates the HPM into their daily work with staff.

 

Therefore, DHHS recommends that the Board approve and authorize the Chair to execute this first amendment to the professional services agreement for FY 2018-19.

 

FINANCIAL IMPACT:

The attached first amendment to the professional services agreement with Aspire Change - KLJ Training & Consulting will increase the maximum amount payable thereunder from $110,500 to $124,950 for the period ending June 30, 2019.

 

The costs associated with the Aspire Change - KLJ Training & Consulting agreement for the period of July 1, 2018 through June 30, 2019 have been included in the FY 2018-19 budget in fund 1160, budget unit 508 in the amount of $124,950. There will be no impact to the county’s General Fund.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health through training and coaching of staff who administer self-sufficiency, public health and safety-net programs for individuals and communities.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve and authorize the first amendment to the agreement with Aspire Change - KLJ Training & Consulting for the technical assistance and coaching to fully implement the Humboldt Practice Model.  This alternative is not recommended.
