RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Ratify the executed Services Agreement with Aurrera Health Group for the period of June 30, 2020 through June 29, 2021; and

2.                     Direct the Auditor-Controller to supplement Fund 1175, Budget Unit 488-Family Violence Prevention for fiscal year 2020-21 (4/5 vote required) and create a 10-digit organization key (1175488001-ACES Aware) for grant tracking.

DISCUSSION:

The Humboldt County Department of Health and Human Services (DHHS), Public Health, Suicide, Stigma and Violence Prevention programs in partnership with Humboldt State University will utilize this grant funding to improve collaboration and coordination across the health care system as well as social and community organizations to build networks of care in local communities by bringing in key community partners to promote and increase awareness about our community trainings and topics related to Adverse Childhood Experiences (ACEs), mental health, community violence, interpersonal violence, stigma reduction and suicide.

 

ACEs and toxic stress represent a public health crisis. A consensus of scientific research demonstrates that cumulative adversity, especially when experienced during childhood development, is a root cause to some of the most harmful, persistent, and expensive health challenges facing the state and the nation. California is leading the way in training and providing payment to Medi-Cal providers for ACEs screenings to significantly improve health and well-being across the state’s communities.

 

This program coordinates, develops, executes and hosts several evidence-based and practiced-based trainings and staff development trainings on topics including domestic violence, cultural competency (focusing on Native American populations), safety planning, workplace wellness, impact of trauma and ACEs, suicide, and mental health.

 

Humboldt State University, Child Development Department will provide two trainings on Adverse Childhood Experiences (ACEs). Ka'm-t'em supplemental training focuses on increasing the awareness of ACEs of Indigenous children, families, and communities while building community capacity for resilience of young children and their families. Curriculum for this training will be developed by Dr. Kishan Lara-Cooper, professor and chair of the Child Development Department at Humboldt State University and Indigenous community professionals (and Ka’m-tem authors). 0-5 supplemental training focuses on increasing the awareness of ACEs among medical professionals and building community capacity for resilience of young children and their families. Developed by two faculty members (PI: Hyun-Kyung You and CO-PI: Carol West) in the Child Development Department at Humboldt State University.

 

DHHS will utilize the department’s organizational communication components focusing on capacity building assistance, including policy implementation, community trainers, community organizations and school districts in order to promote and support training attendance. Collaboration and coordination efforts across the local community have been made to build networks of care; with community partners, councils and networks, including the Suicide Prevention Network, Domestic Violence Coordinating Council, Child Abuse Prevention Coordinating Council and others these relationships will be leveraged to increase the span of the communication effort.

 

This project fits into the County’s Strategic Plan by clearly supporting the mission and vision of DHHS Public Health. The ACEs Aware initiative is a key strategy to address the strategic plan top priority of improving health equity in Humboldt County.

 

On June 11, 2020, our department received notice of this grant award with signed Agreement due back by June 26, 2020. This Agreement has been reviewed by County Counsel and Risk Management prior to execution by the Public Health Director. This item before your Board today ratifies this Agreement.

 

FINANCIAL IMPACT:

Approval of this Services Agreement with Aurrera Health will allow DHHS - Public Health to be reimbursed a maximum of $185,000 in Fund 1175, Budget Unit 488, Family Violence Prevention for the period of July 1, 2020 through June 29, 2021. Revenue in the amount of $185,000 was not included in the proposed county budget for fiscal year (FY) 2020-21 and requires approval of the attached supplemental budget. There is no impact to the General Fund.
