RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Acknowledgment and Acceptance of Responsibility state standard agreement with the CDPH regarding access to the CalCONNECT system;

2.                     Authorize the Director of Public Health, or a designee thereof, to sign the agreement;

3.                     Authorize the Director of Public Health, or a designee thereof, to sign all future CalCONNECT agreements upon review and approval of County Counsel, Risk Management, and County Administrative Office (CAO).

DISCUSSION:

The CalCONNECT System is an online case management platform that maintains case management information, originally collected by local health departments or CDPH staff or their agents, related to contagious, infectious, communicable, or reportable diseases and conditions. It was initially established in response to the 2020 COVID-19 pandemic. On May 11, 2021, your Board approved a CalCONNECT state standard DUDA for COVID-19 contact tracing and case reporting.

 

CalCONNECT has since been expanded for use to collect information on any contagious, infectious, communicable, or reportable diseases and conditions that CDPH wishes to take measures on as necessary to improve the efficiency of disease surveillance and response activities and the early detection of public health events through the collection of more complete and timely surveillance information on a statewide basis. CalCONNECT is a secure, web-based electronic solution for state departments and local health departments to maintain information to allow then to interview cases and contacts, identify the individuals they have interacted with, collect their conditions and symptoms, and notify those contacts to evaluate whether they need to isolate or quarantine, or whether any additional measures are necessary or appropriate. CalCONNECT is an integral part of the overall California public health response strategy to contagious, infectious, communicable, or reportable diseases and conditions as a dataset resource to adequately implement statewide contact tracing through both state departments and local health jurisdictions.

 

The CalCONNECT agreement before your Board today replaces the prior DUDA. It is effective for three years from the date of execution.

 

FINANCIAL IMPACT:

There are no direct costs associated with the attached agreement with CDPH regarding the County of Humboldt’s use of and data sharing through the CalCONNECT system. Therefore, approval of the attached agreement with the CDPH will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached agreement with the CDPH regarding the County of Humboldt’s data use and disclosure in the CalCONNECT system. However, this alternative is not recommended since it will affect DHHS - Public Health’s ability to meet state-mandated reporting and response requirements under California Code of Regulations (CCR) Title 17 § 2500, § 2502, and § 2505.
