RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project;
2. Award the attached project agreement to Granite Construction Company for the total amount of Two Million Three Hundred Ninety-One Thousand Six Hundred Ninety-Nine Dollars and Seventy Cents ($2,391,699.70); and
3. Authorize the Chair of the Board to execute the attached project agreement with Granite Construction Company upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On Mar. 16, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project for bids. On May 4, 2021, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project. It is also recommended that the attached project agreement be awarded to Granite Construction Company for the total amount of Two Million Three Hundred Ninety-One Thousand Six Hundred Ninety-Nine Dollars and Seventy Cents ($2,391,699.70) and that the Chair of the Board be authorized to execute the attached project agreement with Granite Construction Company upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
The Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). The contract bid amount is Two Million Three Hundred Ninety-One Thousand Six Hundred Ninety-Nine Dollars and Seventy Cents ($2,391,699.70). The total project cost is estimated at Two Million Nine Hundred Ninety Thousand Dollars ($2,990,000). The Humboldt County Road Fund will be responsible for Three Hundred Forty-Two Thousand Nine Hundred Fifty-Three Dollars ($342,953) of the total costs associated with the Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project are included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 321-2118. As a result, completion of the Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Alderpoint Road (F6B165) Post Miles 21.80, 22.80, 23.00-23.05 and 23.75 Storm Damage Repair Project to Granite Construction Company. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
