RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached independent contractor agreement with Sierra Health Foundation: Center for Health Program Management regarding implementation of the California Medication Assisted Treatment Access Points Project in Humboldt County for the period of Sept. 1, 2020 through June 30, 2021;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached independent contractor agreement with Sierra Health Foundation: Center for Health Program Management, after review and approval by County Counsel, Risk Management and the County Administrative Office;
3. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute agreements substantially similar to the attached independent contractor agreement with Sierra Health Foundation: Center for Health Program Management, and any amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Adopt the attached supplemental budget in the amount of $49,348.32 for fiscal year 2020-2021 Department of Health and Human Services - Substance Use Disorder budget unit 1180-425 (4/5 vote required).

DISCUSSION:
Sierra Health Foundation: Center for Health Program Management (Sierra Health Foundation) has partnered with the California Department of Health Care Services (DHCS) to expand the reach of medication-assisted treatment and wrap-around care to eligible individuals throughout the State of California. As part of its partnership with DHCS, Sierra Health Foundation is responsible for administering the distribution of federal Opioid Response Grant funding that has been allocated to the California Substance Abuse Prevention and Treatment Block Grant Program to organizations participating in the California Medication Assisted Treatment Access Points Project for the purpose of increasing access to comprehensive prevention, education and medication assisted treatment services.
The attached independent contractor agreement with Sierra Health Foundation will allow the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) to receive up to $49,348.32 for the purpose of purchasing telehealth equipment that will be used to provide outpatient substance use disorder treatment programs in compliance with the social distancing and other safety mandates put in place due to the COVID-19 pandemic. It should be noted that the attached independent contractor agreement with Sierra Health Foundation comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached independent contractor agreement with Sierra Health Foundation regarding implementation of the California Medication Assisted Treatment Access Points Project in Humboldt County for the period of Sept. 1, 2020 through June 30, 2021. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached independent contractor agreement with Sierra Health Foundation, along with any other agreements that are substantially similar thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the California Medication Assisted Treatment Access Points Project in Humboldt County.
FINANCIAL IMPACT:
As noted above, the attached independent contractor agreement with Sierra Health Foundation will allow DHHS - Behavioral Health to receive up to $49,348.32 that will be used to support implementation of the California Medication Assisted Treatment Access Points Project in Humboldt County. The attached supplemental budget will allow for additional revenue and expenditure appropriations related to the attached independent contractor agreement with Sierra Health Foundation to be included in the 2020-2021 budget for DHHS - Substance Use Disorder Budget Unit 1180-425. As a result, approval of the attached independent contractor agreement with Sierra Health Foundation will not impact the Humboldt County General Fund.

The recommended actions support, the Board of Supervisors’ Strategic Framework by providing for and maintaining technological infrastructure, protecting vulnerable populations, improving the safety and health of our communities and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached independent contractor agreement with Sierra Health Foundation regarding implementation of the California Medication Assisted Treatment Access Points Project in Humboldt County. However, this alternative is not recommended since it will not allow for implementation of the California Medication Assisted Treatment Access Points Project in Humboldt County.
