RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Sheriff or Undersheriff to execute the attached Law Enforcement Services Agreement with various entities to provide LE services at special events. This authorization would remain in effect for the remainder of Sheriff Honsal’s term of office and would only be for agreements where payment by the entity is up to the purchasing threshold, which is currently $67,504.00, annually adjusted by Consumer Price Index (CPI).  Any agreements over the purchasing threshold would require returning to the Board of Supervisor for approval to execute; and

2.                     Authorize the Sheriff or Undersheriff to execute any and all revisions and amendments to the attached Law Enforcement Services Agreement with various entities, after review and approval by County Counsel, Risk Management and the County Administrative Office (CAO).

DISCUSSION:

There are occasions where LE services are needed at special events for the safety of the community. In order to enter into these agreements in a timely manner, the Humboldt County Sheriff’s Office (HCSO) is requesting approval for the Sheriff or Undersheriff to execute the agreements to provide special event LE services without coming to the board each time. The agreement has been reviewed and approved by County Counsel and County Risk Management. Any revisions to the agreement template would be reviewed and approved by both divisions in addition to CAO’s office before being executed. HCSO is recommending that this approval only be for special event agreements where payment does not exceed the purchasing threshold amount, currently $67,504. Furthermore, this approval would only be effective for Sheriff Honsal’s term of office.

 

Accordingly, the HCSO recommends that the Board of Supervisors approve, and authorize the Sheriff or Undersheriff to execute the attached Law Enforcement Services Agreement with various entities to provide LE services at special events. Staff also recommends that the Board authorize the Sheriff or Undersheriff to execute any and all subsequent amendments to the attached Law Enforcement Services Agreement with various entities, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed LE services for special events.

 

FINANCIAL IMPACT:

The attached LE Services Agreement has a rate of compensation to reimburse HCSO for the services rendered based on the County of Humboldt fee schedule. The agreement states the fees effective as of May 29, 2023 is $104.00 dollars an hour per Sheriff Deputy and $126.00 dollars an hour per Sheriff Sergeant. 

 

Revenue for these services would be posted to Sheriff Patrol, Budget 1100-221200 Charges for Services 800870. These services vary based on need; therefore, it is unknown what the annual revenue may be.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the agreement or allow the Sheriff or Undersheriff to sign such agreements, however this alternative is not recommended as it will create unnecessary delays in executing LE Services Agreements for special events that need additional security to protect citizens of Humboldt County.
