RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 7.90 and 8.15 Storm Damage Repair Project; and

2.                     Award the project agreement to William J. Etter Construction for the total amount of $1,101,521.65; and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Director of Public Works to execute contract change orders up to the amounts of $49,332.00 for Post Mile 7.90 and $30,744.00 for Post Mile 8.15; and

5.                     Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On May 12, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Alderpoint Road (F6B165) Post Miles 7.90 and 8.15 Storm Damage Repair Project for bids. On Jun. 16, 2026, the County of Humboldt received six (6) bids for the project, which are attached hereto as Attachment 1.

 

Accordingly, the Department of Public Works recommends that the Board: receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 7.90 and 8.15 Storm Damage Repair Project; award the project agreement to William J. Etter Construction for the total amount of $1,101,521.65; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Director of Public Works to execute contract change orders up to the amounts of $49,332.00 for Post Mile 7.90 and $30,744.00 for Post Mile 8.15.

The Alderpoint Road (F6B165) Post Miles 7.90 and 8.15 Storm Damage Repair Project is funded by Federal Highway Administration Emergency Relief funds (88.53%), the California Governor’s Office of Emergency Services (8.60%), and Measure O (2.87%). The total project cost is estimated at $1,376,900, as shown in Attachment 1. Expenditure appropriations relating to completion of the Alderpoint Road (F6B165) Post Miles 7.90 and 8.15 Storm Damage Repair Project are included in the fiscal year 2026-27 budget for budget unit 1200-321.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to award the project agreement for the Alderpoint Road (F6B165) Post Miles 7.90 and 8.15 Storm Damage Repair Project. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
