Recommendation
That the Board of Supervisors:
1. Approve an appropriation transfer (Attachment 1) for Court Security Screening budget unit 1100-221610, in the amount of $90,000 to recognize the change in funding for court security screening previously paid by Humboldt County Superior Court now paid by Humboldt County Community Corrections Partnership (CCP) for Fiscal Year (FY) 2025-26; and
2. Approve an appropriation transfer (Attachment 2) for Court Security Screening budget unit 1100-221610, in the amount of $216,000 to recognize the change in funding for court security screening previously paid by Humboldt County Superior Court now paid by CCP for FY 2026-27; and
3. Approve a supplemental budget (Attachment 3) for Court Security Screening budget unit 1100-221610, in the amount of $144,000 for increased court security screening contract expenses anticipated in FY 2026-27 to be paid for by CCP. (4/5 Vote Required)

DISCUSSION:
The county has had an agreement with the Humboldt County Superior Court (Courts) since 1998 that the county will pay 17% and the Courts will pay 83% of the cost to cover security screening. The Courts notified the county that they were unable to continue to pay for their 83% of the court security screening in accordance with the contract effective Jan. 1, 2026. In order to avoid court security screening ending, they applied for funding with CCP (Attachment 4) for the remainder of FY 2025-26 and all of FY 2026-27. The funding request was approved by CCP at its meeting on Jan. 21, 2026 for a total of $450,000 over the two fiscal years (Attachment 5).
Additionally, court security screening hourly rates with American Guard Services (Attachment 6) increased Jan. 1, 2026 in recognition of minimum wage increases and increased personnel costs. Due to historical short-staffing, the FY 2026-27 budgeted contracted expenses were projected to be $252,000. However, now that rates are more in-line with the security industry, the staffing has improved and increased staffing and contracted expenses in FY 2026-27 is anticipated. A supplemental budget is requested to recognize the maximum amount approved by CCP to cover the Court’s 83% share of court security screening expenses in FY 2026-27.
Due to staffing fluctuations, it is unknown at this time if additional General Fund contribution is needed for the 17% of court security screening costs covered by the county through the Sheriff’s Office. Should additional General Fund be needed, the Sheriff’s Office will return to your Board for a supplemental budget from contingencies.

Narrative Explanation of Financial Impact:
In FY 2025-26, the total court security screening contract expenses were $233,580. The Planning Commission covered $1,951, with the remaining 83% covered by the Courts and CCP and the 17% covered by the Sheriff’s Office.
In FY2026-27, the total court security screening contract expenses were budgeted at $252,000, with an estimated $2,400 being covered by the Planning Commission, $216,000 court revenue, and the remaining from the Sheriff’s Office General Fund allocation.
The appropriation transfer of $90,000 for FY 2025-26 is to recognize the change in funding source from Courts to CCP. In FY 2026-27 an appropriation transfer for $216,000 and the supplemental budget of $144,000 is requested to recognize the full $450,000 allocated by CCP to cover courthouse security screening over the two fiscal years.

The court security screening is a contracted service and therefore there is no impact to the Sheriff’s Office staffing.

Your board may choose to not approve staff recommendations, however this is not recommended as funding would be required from the general fund to cover these expenses to date.
